Assignment Title: Consultancy Service for developing Ethiopia's revised DRM policy's implementation and investment framework

The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Flood Management Project and intends to apply part of the proceeds Consultancy Service for developing Ethiopia's revised DRM policy's implementation and investment framework.

General Objective:

The main purpose of the consultancy service is to develop a comprehensive and coherent policy implementation and investment framework that will facilitate the Ethiopian DRM policy reform.

Specific objectives:

  • To provide clear guidelines and strategies for the effective implementation of the new DRM policy
  • To ensure optimal allocation of resources for DRM elements such as EW, Preparedness, Response and Recovery in Ethiopia.
  • To review existing DRM policies & framework and identify the gaps.
  • To identify capacity gaps in DRM implementation such as coordination, technical, Institutional arrangements and implementations.
  • To Develop and prioritize DRM training materials and conduct capacity-building sessions for relevant stakeholders.

Scope of Service:

  • Stakeholder consultations to review existing DRM policies & framework
  • Policy implementation and investment framework Development
  • Capacity Building
  • Monitoring and Evaluation

The study team arrangements proposed in detail will be included in the Term of Reference.

The Ethiopian Disaster Risk Management Commission now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information, including firm profile and brochures, demonstrating that they have the required qualifications and relevant experience to perform the services.

The short-listing criteria are:    

  1. Core Business (Areas of Expertise)
  2. Years in Business
  3. Experience in Similar Assignments
  4. Technical and Managerial Capability

Key Experts will not be evaluated at the short-listing stage and, accordingly, CVs should not be submitted.

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 , revised November 2017, July 2018, November 2020 and September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultancy firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-Consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the selection based on Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
