- The Government of South Sudan (GoSS), has received a grant from the International Development Association (IDA) to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GoSS intends to utilize part of the proceeds of this financing for recruit MWRI intends to recruit a competent expert for the position of Dam Safety Expert with duty station at the Ministry of Water Resources and Irrigation’s Project Implementation Unit (PIU) Office, based in Hai El Cinema in Juba, South Sudan.
2. The consulting services (“the Services”) main objectives are to assist the Ministry of Water Resources and Irrigation, state Department of Water Resources & Irrigation in the Directorate of Water and Sanitation County Water Office as the responsible entity for RCRP Project implementation and flood control infrastructures owners and operators to:
a. Lead and coordinate dam safety activities and other large hydraulic infrastructure (embankments) under RCRP project in South Sudan, working with the project dam safety Panel of Experts (POE), consulting firm, and other relevant partners for study and designs of Keyati Dam and other dams/haffirs, to ensure the quality of feasibility studies and detailed designs of the dams/haffirs and large embankments.
b. Coordinate and convene the activities the POE, and convey the findings and recommendations of the POE to all relevant project entities to ensure that all RCRP -supported activities in South Sudan comply with the requirements concerning safety of dams under the Environmental and Social Standard (ESS) 4 of World Bank Environmental and Social Framework (ESF) in discussion with the World Bank’s dam safety expert.
c. Provide consulting services to MWRI on training about dam operation and maintenance, sharing knowledge on dam safety management regulations, designs, studies and other good practices to strengthen the capacity of MWRI on dam safety management.
3. The assignment shall be for a period of two years including probation period of three months. However, the initial contract term shall be for one year, with the option for renewal on an annual basis subject to availability of funds and satisfactory performance.

5. The Ministry of Water Resources and Irrigation through the Regional Climate Resilience Progam now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, professional qualifications, and registration/licensing with professional bodies). The shortlisting criteria are:
- Advance university degree (at least M.Sc. level) in Civil Engineering, Water Resources, Hydropower and Natural Resources Planning, Management and Development or Project Management with background in Water-related subjects.
- At least 15 years of relevant experience in project management and coordination in the water/hydropower sector. At least 5 years of this experience shall have taken place in one or more of the Eastern Nile countries.
- Experience in River Basin planning, development and management, natural resources management is desirable.
- Having worked as a dam expert in planning, designing, construction and commissioning of large dams including concrete dams.
- Extensive experience in preparing construction plans and schedules for large-scale or complex dam projects.
- Relevant work experience in dam safety management, including local and national experience, and knowledge of international standards.
- Relevant work experience in multipurpose infrastructure development in the Nile Basin, including water/hydropower, environment, and social considerations will be an asset.
- Experience working in a multi-country context, particularly related to trans-boundary waters of the Nile.
- Extensive experience of dam safety planning, instrumentation and monitoring.
6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.
