The Chengdu Municipal Government Investment Project Evaluation Center has received the World Bank grant to carry out the GEF7 China Sustainable City Impact Program: Green and Carbon Neutral Cities Project, and plans to use part of the loan for consulting services.
The project aims to develop a plan for the conservation and restoration of the Giant Panda habitat in the Giant Panda National Park (the Chengdu area) and the selected surrounding areas. Being an integral part of China’s establishment of the system of nature reserve areas (with national parks as a major component), it encompasses five sub-projects:
(1) Quality assessment of the habitats of the Giant Panda population L living in the Minshan Mountains and of the population B in the Daxiangling Mountains within the Giant Panda National Park (the Chengdu area) and the surrounding areas.
(2) Master planning of restoration for the Giant Panda habitats in the Giant Panda National Park (the Chengdu area) and the surrounding areas (2023-2030);
(3) Implementation plan for ecological restoration of the Giant Panda habitats in the Giant Panda National Park (the Chengdu area) and the selected surrounding areas;
(4) Planning and carrying out educational activities for biodiversity conservation related to the restoration of the Giant Panda habitats in the Giant Panda National Park (the Chengdu area) and the surrounding areas;
(5) Monitoring the effectiveness of giant panda habitat restoration and publication of related results.
The project will be completed in June, 2027, with a total implementation period of 36 months.

The bidding consulting company is requested to keep an eye on the system. The Chengdu Municipal Government Investment Project Evaluation Center is inviting qualified consultants ("consultants") to express their interest in providing this consulting service. Interested consultants should provide information proving that they have the qualifications and relevant experience required to perform the services. The pre qualification criteria for the short list are: The consultant should have:
- The leading consulting firm/consortium should have over ten years of extensive and specialized expertise and experience in giant panda and habitat conservation and restoration.
- The consulting firm must have prior project experience in China, with a preference for experience in Sichuan Province or Chengdu City.
- Priority will be given to those with successful collaboration experience with World Bank or GEF projects.
- Strong project coordination and management capabilities are essential, including the ability to conduct high-quality data assessments and produce reports.
The consultants need to provide a commitment letter when submitting the EOIs, promising that all information provided is true, valid, and legal.
Interested consultants should pay attention to the provisions of Chapter 3, Sections 3.14, 3.16, and 3.17 of the "Procurement Regulations for World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers (November 2020 version), which clarify the World Bank's conflict of interest policy. In addition, please refer to the specific information related to the conflict of interest of the project: information related to the conflict of interest of the project under Article 3.17 of the Procurement Rules.
The project will select consultants based on the QCBS (Quality and Cost Based Selection) method specified in the Procurement Regulations.

The consultant is required to submit one original EOI in both Chinese and English, and four Chinese copies before 10:00 am on May 24, 2024, and send the electronic version EOI to the owner's email and copy it to the bidding agency.
The consultant can choose to submit the EOI by mail or in person.
