  1. This request for Bid follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No WB-0P0015674 of 28.11.2021
  2. The Government of United Republic of Tanzania has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation (HEET) Project through the Ministry of Education Science and Technology (MoEST) and intends to apply part of the proceeds toward payments under the contract for Construction of New Infrastructures (Academic Building, ICT and Innovation - Block B and ICT and Innovation - Shared Ramp) at Mzumbe University Main Campus - Morogoro For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing."
  3. The Mzumbe University of Morogoro (MU) now invites sealed Bids from eligible Bidders for Building Contractors Class One for the Construction of New Infrastructures (Academic Building, ICT and Innovation - Block B and ICT and Innovation - Shared Ramp) at Mzumbe University Main Campus - Morogoro The works must be completed within eighteen (18) months

4. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World      Bank’s “Procurement Regulations for IPF Borrowers” [September, 2023, Fifth Edition] (“Procurement Regulations” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Qualifications requirements include (1) General Construction Experience: Experience under construction contracts in the role of the prime contractor, JV member, subcontractor, or management contractor for at least the last 10 years, starting 1st January 2014. (2) Specific       Construction & Contract Management Experience: experience as a prime contractor in the construction of at least three (3) works of similar nature and complexity in the last ten (10) years with a value of USD 5 Million each or its equivalent; (ii) Average Annual Turnover calculated  as total certified payments received for contracts in progress or completed, within the last  five (5) years of TZS 20 Billion  or its equivalent in other currency (s); (iii) minimum  amount of liquid assets and/or credit facilities net of other contractual commitments of USD 1.5.   Million  or its equivalent in other currency.

6. The Bidders shall submit their bids electronically through NeST. Before the cut-off date and time for submission. Detailed guidelines for viewing Bidding Documents, responses to clarifications and amendments, and online submission are given on the website: https://www.nest.go.tz  On Friday 28th May 2024, 10:00 A.M the system automatically will not allow late submission of bids. Bidders are solely responsible for monitoring the system during the bidding process for all clarifications/amendments with respect to this IFB.

7. The site visit and Pre-Bid meetings shall take place on 22nd May 2024, 10.00 AM

8. Bidders are encouraged to attend this pre-bid as above followed by field visits. The minutes of the pre-bid meeting will be shared with all bidders. The costs of attending the pre-bid meeting and site visit will be borne by the bidders.

9. All bids must be accompanied by a "Bid Security" in the form of an Unconditional Bank Guarantee (on the format provided in the bidding document), amounting to Tanzanian Shillings (TZS) Two hundred million (TZS 150,000,000.00) or the equivalent in any freely convertible currency. The Bid Security should be made payable to the Vice Chancellor, Mzumbe University of Morogoro, and can be provided either as an Unconditional Bank Guarantee from a reputable commercial bank, an irrevocable letter of credit issued by a commercial bank, or a Banker's Cheque issued by a commercial bank. Bidders participating in more than one lot must provide separate bid security for each lot. The Bid Security should be addressed to the Vice Chancellor, Mzumbe University, P.O.Box 1, Morogoro, and should remain valid for twenty-eight (28) calendar days beyond the bid validity period, i.e., 148 calendar days after the bid submission deadline.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

11. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
