One WaSH National Program- Consolidated WaSH Account Phase II

 

The Government of Ethiopia has received loan and grant from different funding/lending agencies through One WaSH National Program Consolidated WaSH Account Phase-II (OWNP CWA-II) towards the cost of water supply and Sanitation and hygiene and intends to apply a portion of this loan and grant to eligible payments under this contract.

The Amhara national Regional State Water and Energy bureau now invites eligible and competent candidates for the following vacant position in the regional WaSH management Unit (PMU) to indicate their interests in providing the required services.

  1. Position Title: - Procurement Specialist

Quantity: 2(Two)

Roles and Responsibilities

The Procurement Specialist will work within the Water Supply and Sanitation Program Management Unit and in particular WASH Procurement and Contract Administration Team who has the responsibility for managing and coordinating the WASH Program procurement and contract. The Water supply and sanitation Program Management Unit Coordinator with the collaboration of WASH Procurement and Contract Administration Team leader would affirm that work plans drawn by the Senior Procurement Specialist in order to discharge their contracted duties are logically compatible with their respective job descriptions and would monitor that the planned services are delivered by the expert in a manner in line with the objective of the project/program.  

Specific Duties and responsibility

  • Reports to and work closely with the Regional PMU coordinator.
  • Get acquainted with the WaSH legal documents:
  • Review and get acquainted with the OWNP and WaSH project implementation documents: The CWA II POM, other manuals, region specific implementation plans and assist woredas and towns to adhere to these documents during project implementation.   
  • Review the standard procurement documents prepared for the project, ensure the appropriate use of them by the implementing agencies and provide inputs for updating and enriching the documents. 
  • Review the procurement manual, prepares capacity building training materials and provide formal and on the job training for procurement staff at Woreda and town level on the application of the manual and standard procurement documents.
  • Monitor adequacy of the number and qualification of procurement staff at Woreda and town level and recommend action and closely work with procurement staff Woreda and town levels.
  • Review and Prepare procurement documents for the project, the bidding documents, bid evaluation reports and the Contract documents and give no objection based on the threshold limit of the project.
  • Conduct frequent travel to woredas and towns (not less than 50% of the contract time) to review and ensure the quality of the Woreda and town procurement performance and reporting.
  • Ensure that the program procurement plan, woreda and towns procurement plans are updated and maintained.
  • Compile procurement plan of woredas, towns, and regions and forward to the MOWE for no objection.
  • Visit all woredas and towns of the program in the region to review the procurement manual application and get feedback for the procurement manual and the POM improvement.
  • Provide input to the regional PMUs quarterly report on procurement.
  • Ensures the proper integration of the procurement information into the overall program monitoring and evaluation system.
  • Provide assistance to the independent auditors as wells as to the World Bank’s procurement reviewers while reviewing procurement activities at Woreda, town and regional levels.
  • Compile quality assured Procurement Plans and Contract Registers from woredas and Towns.
  • Prepare procurement process tracking and follow-up system, and prepare contract status tracking system, and monitor and report on procurement and contract activities.
  • Organize, Support and implement all procurement activities at regional level based on the applicable procurement procedures.
  • Keep records of procurement document

In addition to the above-mentioned activities, the Procurement Specialist performs other related and relevant assignments.

Duration of the Assignment: The assignment will be for one year with possibility of extension based on evaluation of performance

Required Qualification and Work Experience

The Specialist to be hired shall have of work experience in procurement and shall have BSc/BA /MSc/MA or above in Engineering or procurement and other related relevant fields with 10/8 years or above experience at least 3 years in the water supply and sanitation sub-sector with a high credit to experiences in procurement, analysis and development of Manuals and strategies for the sub-sector. Proven familiarity with World Bank procurement guidelines and procedures including the World Bank Standard Bidding Documents for procurement of goods, works and services. Strong capability of communication on the subject matter, and capacity to offer trainings.

The Procurement specialist working within the team of PMU, the specialist will have responsibilities in all water supply and sanitation works and a lead responsibility for the outputs in that area.

Reporting

  • The specialist reports to the PMU under the water supply, and sanitation Directorate.
  • Submits reports of the field visits, workshops and meeting results (minutes) within agreed time frame
  • Reports monthly, quarterly, and yearly project status.

  1. Senior Water Supply Engineer

Roles and Responsibilities

The role of the Senior Water Supply Engineer working under the OWNP CWA Phase II is to support & facilitate the effective implementation of the Water Supply, Hygiene & Sanitation Program. Since responsibility for program implementation of WaSH is decentralized to the Regional, Woreda and Town levels, the role for the CWA Phase II PMU primarily involves providing the support required by these lower tiers to carry out their functions, as well as to help facilitate and strengthen communications between the different tiers. As such, under the WASH program the role of The Senior Water Supply Engineer will be to support the National PMU in communicating with Regional PMUs, Woreda WASH Team and Town Water Utilities and providing them with the directions, information, systems and skills.

The Senior Water Supply Engineer will work within the Water Supply and Sanitation Program Management Unit that is responsible for managing and coordinating CWA Phase II project at Amhara Water and Energy bureau. The Water supply and sanitation Program Management Unit Coordinator would affirm that work plans drawn by the Senior Water Supply Engineering order to discharge their contracted duties are logically compatible with their respective job descriptions and would monitor that the planned services are delivered by the expert in a manner and in line with the objective of the project/program.

Specific Duties and Responsibilities

  • The Senior Water Supply Engineer will report to the Regional PMU Coordinator ,
  • Contribute to the overall Technical aspects of the rural and urban WSS project, including: planning, Implementation, follow up and monitoring of the contract effectiveness with respect to program Guide line, manuals & standards. Participate in the production or updating of the necessary manuals and guidelines;
  • Support the regions, woredas and towns in the study and design of water supply projects
  • Prepare training documents, training plans and deliver trainings in priority areas ;
  • Identify the woredas and towns program gaps and management deficits and provides them with the technical assistance or the capacity development they require;
  • Frequent field visit (60% of the assignment duration) and follows up the Program activities at all stages: pre design stage, design stage, construction tendering stage, construction stage, completion & handover stage & maintenance (liability) period
  • Production of contract management & Supervision manual for the consumption of Regions, Woredas and town, particularly for contract administrator and construction supervisor;
  • Assist the Regions /WWTs/Town Water Boards & Utilities in tender advertisement, analysis & award, evaluation, contract negotiation and Contract Signing and implementation;
  • Follow up and assist the Regions, Woredas and towns on overall program management starting from ToR and RFP preparation, negotiation and agreement up to end of contract implementation and final acceptance of the project includes follow up of payment modality and payment certificate review etc.;
  • Produce and submit monthly, bi-monthly and back to office report to the CWA Phase II-PMU and;
  • Performs other related and relevant assignments

Program Planning and Management

  • Prepare the Regional PMUs annual plan and budget for the Regional CWA Phase II project;
  • prepare and consolidation of quarterly progress reports
  • Prepare an annual work plan for his support to the MOWE, CWA Phase II PMU, and support the Regions in the preparation of their own PMU work plans and budgets;
  • Promote learning between woredas and between towns by sharing information, progress reports and best practices;
  • Foster integration under the sanitation projects by supporting efforts to integrate water supply, and sanitation interventions and coordinate planning across sectors;
  • Provide technical backup support to all planning and management activities of the NWSC and NWTT,
  • Update data on WaSH physical and financial performance, including number of user communities and beneficiaries vs planned activities considering integration of sanitation performance.
  • Timely track allocated budget, received, used and liquidated to get additional funding.

Sector Training and Capacity Building

  • Work extensively with Regional, Woreda and Town implementing agencies to ensure they have the necessary skills and trainings to perform their duties;
  • Produce or update the necessary technical training materials and manuals for use by implementing agencies (e.g. Cost-effective designs, operation and maintenance, etc.);
  • Produce or update the necessary program management training materials and manuals for use by implementing agencies (e.g. Procurement process, contract management, etc.);
  • Provide technical backup support and training to WWT/Town Water Boards/Utilities (urban) during the early phase of project support (up to the first phase of construction);

    Required Qualification and Work Experience

The Specialist to be hired shall have experience in Design, construction supervision, assessment, analysis and development of Manuals and strategies of public services with a high credit to experiences in water supply and sanitation. Specialist shall have MSc or above in Water Supply Engineering, Sanitary Engineering, Hydraulic Engineering, Water Resource Engineering, Hydraulic and Hydropower Engineering, Water & Environmental Engineering, Irrigation Engineering, Civil Engineering fields with 8 years or above experience in the water supply and sanitation sub-sector with a high credit to experiences in Design construction, assessment, analysis and development of Manuals and strategies for the sub-sector. The specialist shall have strong capability of communication on the subject matter, and capacity to offer trainings.

Specialist will be contracted: Working within the team of the water supply and sanitation directorate, the specialist will have responsibilities in all water supply and sanitation works.

The Specialists will be contracted and supervised by the PMU. Operationally will collaborate and work closely with the Federal, Regional Water Bureaus, WWTs, and Urban Water Boards and Utilities.
