Contract Title: Procurement of Electric Railway Locomotives

  1. The JSC Ukrainian Railways has applied for financing from the World Bank toward the cost of the Repairing Essential Logistics Infrastructure & Network Connectivity (RELINC) Project, and intends to apply part of the proceeds toward payments under the contract for “Procurement of Electric Railway Locomotives”.
  2. The JSC Ukrainian Railways has also applied for financing from the European Bank of Reconstruction and Development (EBRD) toward the cost of the 55499 - UZ electric locomotives  Project, and intends to apply part of the proceeds toward payments under the contract for “Procurement of Electric Railway Locomotives”.
  3. The JSC Ukrainian Railways now invites sealed Bids from eligible Bidders for design and supply of electric main line locomotives for dual (AC/DC) supply voltage, including 25kV, and the maximum operating speed 120 km/h to be delivered CIP/(Kirovohrad region, Znamianka) and provide training to JSC Ukrainian Railways staff.  
  4. Bidders will submit two distinct Bid variations offering: (i) thirty (30) locomotives; and (ii) eighty (80) locomotives. Depending on the availability of financing, contract award will be made to a bidder offering the most advantageous bid variation in the following manner:
  1. eighty (80) locomotives - in two separate contracts for thirty (30) and fifty (50) locomotives, financed from the WB proceeds and from EBRD proceeds respectively; or
  2. thirty (30) locomotives in one contract financed from the WB proceeds.

For the contract financed from the WB proceeds, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

The WB financed contract will henceforth be referred to as “Contract A” and accordingly the EBRD financed contract will be referred to as “Contract B.

  1. The minimum Bidders’ qualification requirements include specific experience of minimum two contracts for at least ten such locomotives and the manufacturer’s annual production capacity of goods of similar nature and complexity for any of the last 10 years, at least eighteen (18) locomotives.  The offered locomotive and its major components must be of mature technology, meaning that it has operated at required contractual levels of availability and reliability in revenue-earning service for at least one year.
  2. Two-envelope bidding process will be conducted through international competitive procurement using a Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  3. The bidding will be conducted using the EBRD Client E-procurement portal, (“ECEPP”) and is subject to its terms and conditions of use. Bidders shall register with ECEPP. Only the registered Bidders and who have expressed an interest in the bidding shall be able to access the Bidding Document, receive clarifications, addenda and amendments and submit their bids through ECEPP.   1. Interested eligible Bidders may obtain further information from JSC Ukrainian Railways, Artem Stashenko, Head of PIU in Corporate Finance Department, through the Message Center of ECEPP.
  2. Bids must be submitted in ECEPP on or before 22nd July 2024, 11:00 am Kyiv, Ukraine time. The deadline for bid submission is shown in ECEPP in UK time, i.e. 9:00 am.  On the deadline for submission ECEPP will block any further submission.
  3. Once the deadline for submission of bids has been reached, the “Technical Part” of the submissions which have been made before the deadline will be opened. ECEPP will send an automatically generated record of submission opening by e-mail to the Bidders who have made submissions. The “Financial Parts” shall remain unopened and will be held in ECEPP with no access until their opening.
  4. All Bids comprising the two variations must be accompanied by a Bid Security of USD one (1) million or equivalent in UAH or any freely convertible currency.
  5. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
