EXTENSION FOR REQUEST FOR EXPRESSIONS OF INTEREST

Contract Name: Transaction Advisory Services For:
a) Development Of Waste Service Contracts For Waste Collection, Cleaning And Transport Services For The Provinces/Municipalities Of Siem Reap/Siem Reap, Kampong Speu/Chbar Mon, Kandal/Ta Khmau, Battambang/Thmor Kaul And Bavel District And Sihanoukville/Sihanoukville”; and
b) Development Of Waste Service Contracts For Management And Operation Of Landfills And Waste Treatment Facilities For The Provinces Of Siem Reap, Kampong Speu And Kandal
- The Kingdom of Cambodia through the Ministry of Economy and Finance (MEF), Ministry of Interior (MoI), Ministry of Environment (MoE) and Ministry of Public Works and Transport (MPWT) has received Credit in the amount of US$63.00 million equivalent from the International Development Association (IDA) toward the cost of Cambodia Solid Waste and Plastic Management Improvement Project with the closing date of April 30, 2029, and intends to apply part of the proceeds for the captioned consultancy services.
- The work to be undertaken by the advisors (the Consultant) will be: a) to assist the Client to either: i) revise existing contracts with currently operational waste collection service providers to include service description, key performance indicators and expanded waste collection areas with accompanying payment arrangements for waste collection services, or ii) invite newly qualified waste service providers through a transparent and competitive procurement process for waste collection, cleaning and transport cleaning services in the participating provinces/municipalities (5 municipalities); and b) to support contracting of qualified waste service providers through a transparent and competitive procurement process for the management and operation of landfills and waste treatment facilities in participating provinces (3 provinces).
- The consultant will support the Ministry of Interior and the participating provinces/municipalities to include the performance specifications into the existing waste collection contracts, as well as to develop the request for proposal documents for new waste collection contracts and the landfill/waste treatment management and operation contracts. For the waste collection contracts, this work will also include feasibility assessment and definition of collection, cleaning and transport services with the accompanying performance indicators, costs, proposed payment arrangements and development of waste fee model. For the service contracts for the management and operation of landfills and waste treatment facilities, this work will also include the description of the services and definition of performance, management, operations and maintenance specifications, and determination of the accompanying waste disposal and treatment costs and gate/tipping fee (in collaboration with the detailed design engineer for the landfills and waste treatment facilities).

- Consultants will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in accordance with the World Bank Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations for IPF Borrower – 4th Edition”). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria include:
- at least 10 years of experience in transaction advisory services for the environmental sector (waste or water/wastewater) with international experience in the South-East Asia region;
- At least 2 similar assignments shall have been undertaken in the last 8 years and preferably in similar socio-economic conditions as in Cambodia
- at least 03 (three) references for transaction advisory services should be provided, with information on the results related to the conclusion of service contracts, references covering both waste collection and waste disposal/treatment contracts (or PPP for waste disposal/treatment) is needed.
- Technical solid waste and financial experience in the solid waste sector, including experience in procurement in compliance with multilateral development bank guidelines ,experience in capacity building and training and implementation support of government staff;
- Familiarity with the legal and regulatory environment in Cambodia and solid waste collection and disposal systems and governance structure in Cambodia.
- Key Experts will not be evaluated at the shortlisting stage.
- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- Contract Award Condition: Only selected Firm is required to register their business legally in accordance with the Cambodia Law which is a part of the contract awarding procedures. This requirement is not applied for eligibility and evaluation criteria of proposals. Payment for services rendered shall be made exclusively to the registered bank accounts.
