Selection of Individual Consultant (National): IT Specialist/ System Analyst
Package No. RUTDP/PMU/S-18
- The People’s Republic of Bangladesh has applied for financing from the World Bank toward the cost of the Proposed Resilient Urban and Territorial Development Project (RUTDP), to be implemented by the Local Government Engineering Department (LGED) and intends to apply a part of the proceeds for the individual consultant for Municipal Support Unit (MSU) under RUTDP.
- The objectives of the consultant are to carry out all IT, ICT & MIS related activities, coordinate with the contracted IT/MIS/Software firm, managing monitoring and enhancing the municipal services web application and other digital platform to be established under RUTDP.
- The scope of consulting services (“the Services”) will include but not limited to the following: The duties and responsibilities of IT Specialist/System Analyst will include, but not be limited to, the following: (i) work under the supervision and guidance of the Team Leader and Director of MSU and Project Director; (ii) to assist MSU in implementing all aspects of capacity development training activities on computerized financial & asset management of Pourashavas and City Corporations; (iii) to monitoring and reporting all field level IT related activities including capacity building of Pourashavas and City Corporations in coordination with RMSUs; and (iv) to assist MSU in ensuring the compliance of all information technology related activities. (v) adhere to the Information System Security Policy and other system related policies and procedures of the LGED and Pourashavas and City Corporations while designing, developing and implementing IT system; (vi) conduct baseline study/requirement analysis, examine and review the requirements, prepare system design document of “different modules for Pouro services web application” to be modified or developed under the project in association with other PMU Specialists; (vii) draft detailed Terms of Reference, Scope of Work for IT firm, and oversee and supervise the work of IT firm in the design, development and implementation; (viii) develop and ensure proper institutional process for timely and accurate data entry by Pourashavas and City Corporations in coordination with the RMSUs, and technical specialists of PMU; (ix) maintain the operational aspects of web applications, integrity of the records in the database, and ensure its availability to users; (x) coordinate with the contracted IT firm to make the system fully functional, undertake related training and provide maintenance support of the system; (xi) ensure system and database backup schedules and recovery, and application level security; (xii) support in designing and developing new reports as required by users, and update the User’s Manual of the systems; (xiii) building capacity and transferring knowledge to GoB and Pourashavas and City Corporations staff on IT by providing regular structured/classroom and hands-on/practical training to a specified number of government staff to be designated by LGED; (xiv) establish methods and procedures for use of the ICT systems including hardware, software, and communications devices including preparation of technical specifications and Service Level Agreement (SLA) for procurement of hardware/software, product services & support; (xv) participating in meetings and committees related to the IT and delivering opinion and making decisions (where applicable); (xvi) assist Team Leader in preparation of final report/assignment completion report reflecting progress achieved and lessons learned in this area.
- The Project Director, RUTDP, LGED now invites eligible applicants to apply for the position of IT Specialist/System Analyst. Applicants are invited to provide information indicating that they have the required qualifications and relevant experiences to perform the services (completed CV with other details as required). The selection criteria are: IT Specialist/System Analyst will be engaged at the Municipal Support Unit (MSU). IT Specialist/System Analyst will have a Masters in Computer Science/Computer Science & Engineering/ Information & Communication Technology from reputed university. Candidates with relevant IT certification would be preferred. IT Specialist/System Analyst will have 15 (Fifteen) years working experience in large scale application software and database management of revenue generating desktop/web-based applications of which 05 (Five) years in Pourashava/City Corporation related donor funded development projects. His/her previous experience in the following area will be an added advantage. Familiarity with Pourashavas and City Corporations service delivery procedures and practices will be strongly preferred. Working experience in different phases of Software Development Life Cycle (SDLC). Working level knowledge of standard Operating Procedures, multiple development platforms like ASP. Net C#, Java, JavaScript, PHP, Bootstrap (HTML, CSS) Crystal Report with different databases including MSSQL/MySQL/MS Access/Oracle. Knowledge and certification on GIS (Geographic Information Systems, such as ArcGIS, QGIS) would be given preference. Understanding of Government’s ICT policy. Analytical capability in identifying and resolving ICT & MIS related issues. Strong coordination and communications skills in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team. Excellent English writing and speaking ability. During the term of the contract the consultant shall not be associated with any other Government agency, consulting firm or private business entities. Individuals who are currently working as IT/ICT/MIS consultants on another World Bank-financed project may also compete in this selection process, but if they are selected they will be required before signing the proposed contract to provide documentary evidence of having satisfactorily complied with their existing contract’s requirements with respect to early termination of the contract by the consultant, including advance notice period, to avoid disruption in implementation of that project.
- The consultant will be selected in accordance with the selection of individual consultants procedures set out in the Procurement Regulations for IPF Borrower’s. Edition of Procurement Regulations: Fifth Edition, September, 2023.
- The tentative duration of the entire assignment is about 42 (forty two) man-months. - The attention of interested Consultants is drawn to the Section III, Para 3.14, 3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, September 2023, setting forth the World Bank's policy on conflict of interest.
