Assignment Title: Consultancy Service for the Development of Public Private

Partnership (PPP) arrangement Model for Dredging and Desilting of Polluted Rivers.

The Government of Ghana has received financing from the World Bank toward the cost of the Ghana Landscape Restoration and Small-Scale Mining Project, and intends to apply part of the proceeds for consulting services. The project’s core interventions focus on:

(a) land-use planning for integrated landscape management to optimize land use,

(b) formalization of Artisanal Small-Scale Mining (ASM) for sustainable mining,

(c) restoration of degraded lands for agricultural productivity, and

(d) strengthening of sustainable management of forest landscapes for biodiversity conservation and ecosystem services. To enhancing integrated management, the project aims to place landscape and mining sector management on a trajectory that would transition from degraded landscapes, poverty, and low productivity toward one with high-productivity and resilient landscapes, livelihoods, and high economic returns.

 

Objective(s) of the Assignment

The main objective of the assignment is to provide Transaction Advisory Services for the development of a Public Private Partnership (PPP) Arrangement Model for Dredging and Desilting of Polluted Rivers in Ghana.

 

The Consulting Services (“the Services”) include selection of a Consulting Firm to provide Transaction Advisory Services for the development of a Public Private Partnership (PPP) Arrangement Model for Dredging and Desilting of Polluted Rivers in Ghana.

 

The detailed Terms of Reference (TOR) for the assignment can be obtained from the Procurement Office, Ghana Landscape Restoration and Small-Scale Mining Project, Mezzanine Floor, Diamond House between the hours of 0900hrs to 1600hrs Monday to Friday or via email: david.nyampong@mlnr.gov.gh.

 

Ghana Landscape Restoration and Small-Scale Mining Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are:

1. Years of Establishment:

    - Minimum of 10 years of experience in the consulting industry.

2. Relevant Experience:

    - Proven track record of successfully completing similar PPP projects (at least 2-3 projects).

    - Experience in dredging or water management projects (at least 2-3 projects).

    - Familiarity with Ghana's or similar markets' regulatory environment.

3. Expertise:

    - Strong expertise in PPP modeling, project finance, and contract development.

    - Knowledge of dredging technologies and river management practices.

4. References:

    - Provide at least 2-3 professional references from previous clients or partners.

6. Local Presence:

    - Preference for firms with a local office or partner in Ghana.

 

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
