GENERAL PROCUREMENT NOTICE

Loan No: P505208

The Government of Azerbaijan has applied for financing in the amount of USD 300 million equivalent from the World Bank toward the cost of the Azerbaijan Scaling-up Renewable Energy Project (AZURE), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Government of Azerbaijan

The project will include the following components:

 

Contracts

Lots

Component 1:  Renewable energy transmission infrastructure. This component will cover the works for the construction of the required overhead lines (OHLs) and substations (SS) to improve system reliability and stability, enabling the integration of 760 MW SPPs.

 

 

Package Transmission Lines

 

(i) Construction of 330 kV single-circuit Mingachevir HPP - Navahi SS OHL - 220 km

Lot 1

(ii) Construction of 500 kV single-circuit Azerbaijan TPP - Navahi SS OHL - 235 km

Lot 2

(iii) Construction of 330 kV single-circuit Alat FEZ SS - Navahi SS OHL - 20 km

Lot 3

(iv) Construction of 330 kV single-circuit Absheron WPP - Navahi SS OHL - 60 km

(v) Construction of 330 kV single-circuit Absheron WPP - Gobu ES OHL - 20 km

Package Substations

 

(i) Supply and Installation of equipment for 500/330 kV Navahi Substation

(ii) a.  Installation of 500 kV slot at Azerbaijan TPP

Lot 2

(ii) b.  Expansion of the 500 kV side of Absheron SS

(iii) Expansion of the 330 kV bay at Mingachevir substation

Lot 3

(iv) Expansion on 330 kV side at Gobu PS

 

 

 

 

 

 

 

 

Component 2: Enhancement of system operation and control for VRE integration

 

 

Package Management and monitoring of power systems

 

(i) Upgrading SCADA at central control room, debugging and purchasing of new software

 

Package control of power systems

 

(ii) Creation of a monitoring system for the power plants (application of Wide Area Monitoring System (WAMS) with PIU characteristic devices)

Lot 1

(iii) Renewal and upgrading of control system equipment and adjustment of frequency regulation parameters to improve power system control and monitoring, increasing flexibility, and robustness to withstand VRE volatility at up to 6 power plants

Lot 2

Package BESS

 

(i) Construction of 50 MW/25 MWh battery energy storage system and a management module for BESS/SCADA control

 

Component 3: Capacity building, technical assistance, and project implementation support.

This will cover capacity building, implementation support and consulting services for Ministry of Energy, Azerenerji, AREA and key sector stakeholders to support adequate implementation of the project and enable more VRE integration to the Azerbaijan’s power system.

 

 

(i) Consulting support for medium to long-term planning for the integration of renewable energy and grid investment needs as well as support to enhance the regulatory environment.

ii) Trainings on renewable energy scale-up and regulation to complement capacity-building for Ministry of Energy, Azerbaijan Renewable Energy Agency (AREA), Azerbaijan Energy Regulator Agency (AERA) and Azerenerji, including its dispatch and monitoring staff.

(iii) Implementation support for Azerenerji to focus on supporting adequate implementation of the project by providing support to the PIU, including an owner’s engineer to support preparation of bidding documents and supervision of works, technical studies for VRE integration, and technical consultancy services.

(iii)(a) Supervision Engineering Consultant(s) to supervise the Sub Stations and OHL Works.

 

Component 4: Contingent emergency response component (US$0)

 

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations),and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

 

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website.
