Assignment Title: Consultancy Services for Preparation of the Erosion and Drainage Master Plans (EDMPs) for the Cities of Pemba, Nacala, Nampula and Montepuez

The Government of Mozambique, represented by the Ministry of Public Works, Housing and Water Resources (MOPHRH) has received financing from the World Bank toward the cost of Northern Mozambique Urban Development Project (PDUNM, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes building a better knowledge basis for understanding the erosion problems and the need and opportunities for designing a resilient drainage system in the four Municipaliities (Pemba, Nampula, Montepuez and Nacala). Also, will inform about developing a vision on how erosion problems can be brought under control and possibly be reverted and developing a vision on how the drainage system of the cities shall be developed and adapted in the future.

The Terms of Reference (TOR) for the primary procurement stage for the assignment can be obtained at the address given below.

The Fundo para Fomento de Habitação, FP-PDUNM now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:

  1. General experience in preparation of the erosion and drainage Master Plans (EDMPs), with a focus on low-income countries in sub-Saharan Africa, preferably in Mozambique
  2. Experience in preparation of the erosion and drainage Master Plans (EDMPs) for similar cities in the last 05 years;
  3. Experience in planning, implementation and management of programs related to urban erosion and inundation risk management, security and risk management, preferably in conflict affected areas.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Procurement Regulations.
