GHANA ACCOUNTABILITY FOR LEARNING OUTCOMES PROJECT (GALOP)

ENGAGEMENT OF INVESTORS/SERVICE PROVIDERS FOR THE GHANA EDUCATION OUTCOMES PROJECT (GEOP) - (ACCRA & KUMASI) - LOT 7A

This advert includes an additional link for bidders to access the Budget, Pricing and Financial Scoring Template to be used in submitting Financial Proposals as required by the Bidding Document.

BACKGROUND

1.     The Ministry of Education has received financing from the World Bank toward the cost of the Ghana Accountability for Learning Outcomes Project (GALOP) and intends to apply part of the proceeds toward payments under the contract for Engagement of Investors/Service providers for the Ghana Education Outcomes Project (GEOP).

2.     The Ministry of Education now invites sealed Bids from eligible Bidders for designing and implementing innovations and interventions to support Out-of School-Children (OOSC) and primary education in Ghana for 2 years with social investors and or service providers to develop and implement interventions that will meet the objectives of the Ghana Education Outcomes Project (GEOP). The Investor/Service Provider Assignment for LOT 7A is a unique assignment that seeks to recruit and train 10,000 out-of-school children between the ages of 8 – 16 years in the Greater Accra and Greater Kumasi Metropolis who will be transitioned into the Mainstream School Improvement Programme (MSIP).

3.     Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services, Fifth Edition September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4.     Interested eligible Bidders may obtain further information from the Director Procurement, Ministry of Education, procurement@moe.gov.gh cc: moeprocurementunit@gmail.com and inspect the bidding document during office hours i.e., 0900 to 1600 hours at the address given below.

5.     The bidding document in English may be requested for by interested eligible Bidders upon the submission of a written application via the email address above and shall be shared with all eligible bidders at no cost via email

6. Bids must be delivered to the address below on or before 21st August 2024 at 10:30am. Electronic Bidding will be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 21st August 2024 at 11:00am. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

Procurement System

The Employer shall use the official email address to issue the RFB documents and receive Bids:

Official email address procurement@moe.gov.gh cc: moeprocurementunit@gmail.com and Zoom virtual platform will be used for the opening of Bids. 

The link for the zoom platform will be provided to bidders a week to the opening of bids. (via the email address bidders used to request for the Bids). The official email address shall be used to manage the following aspects of the Bidding process:

Issuing bidding documents, submissions of bids and opening of bids (via zoom platform)

Bidders should password protect their bids before submitting.  

Opening of bids will be done virtually on the zoom platform via the link to be provided a week to opening of bids. Bidders will provide their password on the day of opening to the opening team during the meeting.

7.     All Bids must be accompanied by a Bid-Securing Declaration in the format prescribed by the RFB document.

8.     Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
