Work Description:-  Recruitment of Skills for Employment coordinator for the EASE Project

Project Title:- Education and Skills for Employability (EASE) Project 

Post Title:- Skills for Jobs coordinator

Reporting to:- EDI BDS department director

Duty Station: Addis Ababa

Expected Places of Travel: On project implementation area

Duration of the contract: 12 months with a possibility of extension

Background

About EDI Ethiopia

The Entrepreneurship Development Institute (EDI) Ethiopia is an autonomous institution reporting to the Ministry of Labor and Skills (MOLS), established in 2021. EDI aims to promote the emergence of a vibrant, competitive, and innovative private sector, focusing on a strong SME segment. It offers a comprehensive package of entrepreneurship support programs, including ecosystem and capacity building, access to finance, market linkage, and business incubation and acceleration services. As a national institution, EDI plays a key role in the Ethiopian entrepreneurial ecosystem and has shifted its focus from directly providing services to building the capacities of other public and private institutions. Additionally, EDI supports the development of private-sector manufacturing and service industries across the country, aiming to improve the competitiveness of existing Medium, Small, and Micro Enterprises (MSMEs) and to support the growth of new enterprises, ultimately promoting improved entrepreneurship and decent employment ecosystems for sustainable economic growth and the creation of more job opportunities for youths and women. As part of realizing its core purposes , EDI implements different projects among which EASE(Education And Skill for Employability) is one of them..

About EASE project

The EASE (Education And Skill for Employability) Project aims to address the urgent need for skill development among youth and women. It focuses on providing short-term, market-driven training programs customized to meet the demands of various sectors. The project recognizes the significance of empowering these groups with relevant skills and aims to bridge the gap between available training opportunities and the evolving needs of industries. It particularly targets areas such as digital skills, green skills, and entrepreneurship. By prioritizing inclusivity and economic empowerment, the project aims to offer accessible training opportunities that enable participants to pursue wage employment and self-employment. It plans to achieve this by incentivizing the private sector to provide skills through a payment scheme that contracts training providers based on their performance.

Key Objectives:

  • Facilitating the delivery of short-term training programs that align with market demands, enhancing participants' employability and entrepreneurship prospects.
  • Promoting gender inclusivity by prioritizing the participation of women in traditionally male-dominated sectors and ensuring equitable access to training opportunities.
  • Fostering partnerships between public and private training providers to leverage expertise and resources for the effective delivery of training programs.
  • Creating sustainable pathways for youth and women to enter and excel in the workforce, contributing to socio-economic development and poverty alleviation efforts.

Scope of the Work:

  • Overseeing the implementation of the project and ensuring its success.
  • Coordinating activities, managing timelines, and monitoring progress to achieve project objectives effectively as a key liaison between project stakeholders.
  • Leading a multidisciplinary team, facilitating collaboration among partners, and ensuring compliance with project requirements and standards.
  • Managing budgets, reporting on project outcomes, and addressing any challenges or risks that may arise during implementation.
  • Serving as a catalyst for positive change, leading impactful interventions that uplift and promote sustainable development.

 

Duties and Responsibilities

Planning and Coordination:

  • Project Planning: Develop detailed project plans, including timelines, annual work plans, budgets, resource allocation, and results framework.
  • Task Coordination: Manage and direct PIU staff, assign tasks to team members and ensure that all project activities are aligned with the project goals. Including supervision on performance in Monitoring and Evaluation, contracting, procurement, financial process, participation on selection of training providers, customer relationship management platforms.
  • Meeting Coordination: Schedule and facilitate project meetings to ensure effective communication among team members and stakeholders. Lead coordination between all implementing partners - government agencies, training providers, business community, industry experts, NGOs, donors, etc;
  • Coordination with World Bank: Facilitate the task of supervision missions.

Monitoring and Control:

  • Implementation Tracking: Ensure timely implementation of the project activities as specified in the Financing Agreement and PIM.
  • Progress Tracking: Review goals, accomplishments, and overall project performance at key stages and provide feedback for further action.
  • Risk Management: Identify potential risks and develop mitigation strategies to ensure project success.

Documentation and Compliance:

  • Documentation: Prepare quarterly, biannual, and annual progress reports on the project activities.
  • Contract oversight: Ensure implementation of the Contracts under the project in line with the respective Contract Agreements and the Bank Regulations. Oversee competitive bidding and selection processes for training providers.

Adaptability and Problem Solving:

  • Issue Resolution: Address any issues or conflicts that arise during the project, finding effective solutions to keep the project on track. When appropriate, inform the Head of EDI on management issues, which require timely intervention.
  • Adaptability: Adjust project plans and strategies as necessary to respond to changing circumstances and ensure project success.

 

Required Qualification

•          Master's degree in project management, management, business administration, economics, information technology, or other related fields with relevant experience in the delivery or coordination of similar performance-based capacity-building programs among TVT institutions or experience in entrepreneurship development and BDS programs.

•           Minimum 5 years of experience in managing and/or leading projects
