1.    The Royal Government of Cambodia has received financing from the International    Development Association (IDA) toward the cost of the Road Asset Management Project II Additional Financing, and intends to apply part of the proceeds toward payments under the contract named above.

2.    The Ministry of Public Works and Transport (“the Employer”) now invites sealed Bids from eligible Bidders for the improvement and maintenance of the following contract package (the “Works and Services”) of the Road Asset Management Project II Additional Financing (“RAMP II AF”), Ministry of Public Works and Transport (“MPWT”):

More details on the Works and Services are provided in PART 2-Works and Services’ Requirements in Volume I of the Bidding Documents.

3.    Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as provided in the World Bank’s “Procurement Regulations for IPF Borrowers (4th Edition)” published in November 2020 (“Procurement Regulations”), and is open to all the eligible Bidders as defined in the Procurement Regulations.

4.    Interested eligible Bidders may obtain further information and/or inspect the bidding documents by contacting the address given below (Item No. 9) during the office hours from 08:00 -12:00 hours in the morning and 14:00-17:00 hours in the afternoon.

5.    A complete set of Bidding Documents in English can be downloaded for free by the interested eligible Bidders from the project website : ramp2.mpwt.gov.kh/procurement/ or direct download from the Link: rampii-af.com/biddoc with a written request for password to the given address below (Item No. 9).

6.    Bids must be delivered to the address herein below before 3:00 p.m. (local time) on 9th September 2024. Electronic Bidding will not be permitted. Late Bids will be rejected.

The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address herein below on 3:15 p.m. (local time) on 9th September 2024

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

7.    Bid must be accompanied by a Bid Security with the amount and currency of USD 200,000.

8.    Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
