REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Consulting Services for the Impact Evaluation of the PKB Assistance

Program for the Working Group of Teachers and Education Personnel.

The Government of Republic Indonesia through Ministry of Religious Affairs/Kementerian Agama (MORA/KEMENAG) has received financing from the World Bank toward the cost of the Realizing Education’s Promise for Improved Quality of Education, and intends to apply part of the proceeds for Consulting Services for the Impact Evaluation of the PKB Assistance Program for the Working Group of Teachers and Education Personnel.

 

The Consulting Services (“the Services") will assists the PMU – Realizing Education’s Promise with detail of scope of works as follows:

1. Develop a study design, including

  • The consultant develops an appropriate approach/methodology to answer the objectives of program evaluation, review of relevant policies, and implementation;
  • Determine the object of study, including determining the type of policy/regulation study;
  • Determine the number and type of information sources that guarantee the principle of representativeness and adequacy of samples as well as variety of information from various perspectives;
  • Develop data collection instruments, both quantitative and qualitative instruments, as well as data collection applications;
  • Develop study stages along with a timeline for their implementation.

2. Collect data and information from respondents and/or informants from teachers, madrasa heads, working groups, madrasa supervisors and policy makers at the central, provincial and district/city levels, as well as the results of policy document studies including study results and monitoring and evaluation results which has been done.

3. Carry out data processing and analysis

  • Preparation of analytical framework;
  • Verbatim writing of audio data;
  • Carry out data processing and analysis;
  • Develop interpretation of data analysis results;
  • Compile the results of policy/synchronization analysis;
  • Prepare draft recommendations resulting from data analysis;
  • Present a draft report on study results and recommendations;

4. Submit the final report :

  • Finalize the final report by considering input/suggestions from the reviewers;
  • Finalize recommendations;
  • Submission of final report and recommendations;

The Ministry of Religious Affairs/Kementerian Agama(MORA/KEMENAG) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Core business and establishment of firm consisting of Core business of firm and establishment year; (ii) Financial capacity of firm bank account for the last months, management capacity of firm and number of available expert; and (iii) Technical competency consisting of the number of packages and contract value for assignments to conduct qualitative and/or quantitative research studies over the last 5 years. Research experience in the field of education is preferred.

The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the forms of joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Consultant Qualification based Selection (CQS) method set out in the Procurement Regulations.

 

Interested Consulting Firm are required to access the Electronic Procurement System (SPSE) of the Ministry of Religious Affairs (MORA) to register and submit a Statement of Interest in the qualification form below and upload it to the address https://spseicb.lkpp.go.id/spse/
