Assignment Title: Monitoring and Supervision Services for Upgrading and multi-year maintenance of KLP/Bugesera Connect; Lot 1: Masaka – Kabukuba – Riziyeri (36.52km) and Lot 2: Kabukuba – Nyamata & Gahembe-Kindama (32.93Km)

 

The Government of Rwanda (GoR) applied for financing from the World Bank toward the cost of the development of Kigali Logistics Platform (KLP) connectivity development project, and intends to apply part of the proceeds toward payments under the contract for Monitoring and Supervision Services for Upgrading and multi-year maintenance of KLP/Bugesera Connector; Lot 1: Masaka – Kabukuba – Riziyeri (36.52km) and Lot 2: Kabukuba – Nyamata & Gahembe-Kindama (32.93Km).

The project aims to improve resilient and safe connectivity from the KLP (Masaka) to the regional logistics corridors and support local and regional economic activities around the corridors.

Rwanda Transport Development Agency (RTDA) now invites eligible consultants to express their interest in providing services related to the design, build and maintenance (DBM) based on OPBRC for Kigali Logistics Platform KLP Connectivity Project; Lot 1: Masaka – Kabukuba – Riziyeri (36.52km) and Lot 2: Kabukuba – Nyamata & Gahembe-Kindama ( 32.93Km).

The consulting services (“the Services”) include the Monitoring/supervision of the upgrading works, which mainly comprises design, construction of Asphalt Concrete roads, bridges, drainage structures and community development facilities including Social and Environmental mitigation; and 5-year maintenance works by Contractors through Outputs and Performance Based Road Maintenance Contracts (OPBRC). The anticipated implementation period shall be from September 2024 to September 2030.

The Services include but not limited to the following:

  1. Supervision of the contractors’ performance during mobilization, design and project implementation stage, including design review and approval, supervision and contract administration;
  2. Inspecting and evaluating road condition during maintenance period;
  3. Supervision of the implementation of ESHS requirements including but not limited to RAP, contractor's ESMP and MSIPs.
  4. Conduct quality control assessment.
  5. Conduct Road Safety Audit.

The detailed scope of the services can be found in the Terms of Reference (ToR), posted on the following RTDA website link: www.rtda.gov.rw. The finalized ToR will be available to the shortlisted firms subsequently.

The Rwanda Transport Development Agency (RTDA), now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. General experience in asphalt concrete road design and supervision of at least ten (10) years;
  2. Firm’s eligibility supported by trade license or certificate of incorporation;
  3. Experience in design of Asphalt Concrete road including bridges, culverts, cross drainages, road geometry etc. of at least three (3) projects of continuous 30 km of length for each;
  4. List and description of a minimum of two (2) similar assignment undertaken in monitoring/supervision of Design and Build, or Design, Build and Maintain projects/Performance Based Contracts of at least 30 km length for each;
  5. Experience in Asphalt concrete road maintenance through Outputs and Performance Based Road Maintenance Contracts (OPBRC);
  6. The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff).

The consultancy firm will be selected under Quality Cost Based Selection method and procedures described in the Request for Expressions of Interest in accordance with the paragraph 3.14 and 3.17 of the World Bank procurement regulations for IPF Borrowers, September 2023, setting forth the World Bank’s policy on conflict of interest and the National Public Procurement Law. Bidding will be conducted through Open International Competitive Bidding and participation is open on equal conditions to all interested consultancy firms. The Terms of Reference containing detailed requirements and conditions for participation may be obtained from www.rtda.gov.rw , free of charge.

Expressions of interest must be delivered to the following address procurement@rtda.gov.rw with a copy to info@rtda.gov.rw by 11/04/2024 at 17:00 Kigali Time and mention “Monitoring and Supervision Services for Upgrading and multi-year maintenance of KLP/Bugesera Connect; Lot 1: Masaka – Kabukuba – Riziyeri (36.52km) and Lot 2: Kabukuba – Nyamata & Gahembe-Kindama (32.93Km)”.

 

Note: The consultancy firm must attach the certificates of completion for each reference of experience required and membership certificates from professional bodies.

 

The consultancy firm(s) may associate with others firms in the form a joint venture to enhance the capacity to perform the assignment. This association should be indicated clearly in the Expression for Interest. For the skills and technology transfer, the international consultancy firms are encouraged to associate with local consultancy firms.
