The Federal Republic of Somalia has received financing from The World Bank for implementing the Somalia Enhancing Public Resource Management Project (SERP). The project aims to support Somalia in public financial management, domestic revenue mobilization (DRM), public sector management, and integrated governance support. The Project Development Objective (PDO) is to strengthen accountability, transparency, and institutional capacity in public resource management across participating entities.

Component 2 of the project is to support the DRM priorities of the government to strengthen the Inland Revenue systems and capacity and contribute to harmonizing tax administration across FGS and FMSs.

The objectives of the assignment are to:

  • Conduct a training needs assessment for FGS and FMSs based on the lessons learned from the previous engagement and conduct a rapid training needs assessment for FMS revenue departments.
  • Develop a medium-term training plan for FGS and FMSs based on the training needs assessment. Develop a medium-term training plan for FMS revenue departments.
  • Develop and institutionalize an expanded DRM Training Course and curriculum (in-person and e-learning) and certification.
  • Partner with the Institute of Financial Management and Good Governance in conducting training needs assessment and institutionalizing the DRM Training Course and curriculum.
  • Assist, with the help of the institute in expanding the training courses to the taxpayers by adapting the content and the delivery mode.
  • Assist in strengthening the Capacity Development Unit at the Revenue Directorate.

The Ministry of Finance now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).  The short-listing criteria are as follows:

  1. Core business of the firm (At least 10 years of experience in developing and implementing PFM and DRM related capacity building e.g., training needs assessments, curriculum, campaigns, ToT, facilitation of workshops ideally in transition economies and fragile and conflict-affected situations)
  2. Experience of conducting similar assignments (at least 2 completed projects in successfully developing and implementing DRM related training needs assessment, curriculum, and trainings within the last five years. Also, expertise (at least 1 completed project) in developing roadmaps for establishing dedicated training institutions including familiarity with infrastructure, staffing, and resource requirements for sustainable academies, experience should be with government agencies. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
  3. Experience of relevant services in an environment similar to that of Somalia; and
  4. The technical and managerial organization of the firm. (Provide only the structure of the organization. Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
