REQUEST FOR EXPRESSIONS OF INTEREST
For Selection of Team Leader and Teacher Education Specialist (International-Individual)
(Package Number: SD-1)
- The Government of the People's Republic of Bangladesh (GoB) has received a credit from the International Development Association (IDA) towards the cost of Technical Assistance Facility under the Learning Acceleration in Secondary Education (LAISE) Program to be implemented by Directorate of Secondary and Higher Education and intends to apply a part of the proceeds of this credit for the services of a Team Leader and Teacher Education Specialist (International individual Consultant).
- Scope of Services: The Scope of Services of the Consultant includes, but not limited to the following:
a. Support the LAISE PIU in implementing the LAISE Project.
b. Provide leadership to the project consultant team and ensure effective implementation of the project.
c. Participate in project missions and support the World Bank officials for mission purposes. Support LAISE PIU in delivering high quality reporting outputs as agreed during implementation support missions with World Bank.
d. Provide technical guidance to project staff and government counterparts on improving student learning and retention, enhancing teacher effectiveness, and strengthening secondary education systems.
e. Guide the consultant pool under the LAISE project (both recruited individually or under the project management consultancy), prepare an action plan for the consultants, and coordinate the activities of the team of consultants.
d. On behalf of LAISE, PIU, regularly monitor the performance of the consultants, provide feedback to the consultant’s report, and ensure due diligence service delivery from the consultants. Sign the timesheet of the consultants.
e. Providing any support as required by the LAISE PIU.
3. Duration: The duration of the consultancy services is tentatively 30 Month (660 days), spread over the project period (Intermittent);
4. Selection Procedures: Directorate of Secondary and Higher Education now invites the eligible Applicants to submit the Expressions of Interests (EoI) for providing the services. The Interested Applicants need to provide information demonstrating that s/he has the required qualifications and relevant experience to perform the services. The selection criteria are:
4.1 Educational Qualification: A post-graduate degree in any discipline. A Ph.D. in education, public policy, social sciences, Science, development studies, or related fields and/or an additional degree in education will be considered as an added qualification.
4.2 Experiences:
a. 18 years of experience in managing and implementing development projects, including in the education sector.
b. 10 years of experience in implementing development partner-funded projects.
c. Working experience of at least two years in education reform in at least one county other than his/her county of nationality.
d. 5 years of project management or experience in Team Leader role in education sector in any developing country.
e. Proven experience in managing large teams and delivering results in complex, multi-stakeholder environments.
f. Good knowledge of education, particularly secondary education.
g. Proven experience in monitoring and evaluation of projects.
h. Familiarity with the policies and procedures of the international development organizations.
i. Proven ability/ experience in policy formulation particularly in the field of education, report writing, and AOP preparation.
j. Proficiency in English (both oral and written)
Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
5. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6. Detailed Terms of Reference (ToR) and other information will be available upon request from the address provided below either through email (pd.laise@dshe.gov.bd and cc’d to apd2.laise@dshe.gov.bd) or in person. ToR is also available on DSHE’s website. (www.dshe.gov.bd)
7. The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations.
8. Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the undersigned office by 17:00 hours BST on 04 September, 2024. Please clearly mention “Expression of Interest (EoI) for Selection of Team Leader and Teacher Education Specialist (Package Number: SD-1) in the e-mail’s subject line or on the top of the envelope.
9. EoIs received after the last date of submission will not be considered. The authority reserves the right to accept or reject any or all EoIs without assigning any reason, whatsoever.
