1. INTRODUCTION
The Ministry of Transport and Communications (MTC) is inviting Expressions of Interest (EOI) from qualified and experienced Consultancy Firms to provide “Consultancy Services to Develop and Implement a Young Professionals Program for The Mobility Sector in Maputo”. The EOI will lead to a Request for Proposal (RFP) for the below-mentioned Consultancy Services package from the short-listed Consultants.
2. BACKGROUND
The Government of Mozambique, represented by the Ministry of Transport and Communications, has received financing from the World Bank toward the cost of the Maputo Metropolitan Area Urban Mobility Project, and intends to apply part of the proceeds for consulting services.
The consulting services (the Services) include (1) to design, develop, and implement the program, over the course of 3 years. Specifically, the consultant is required to hire, manage, and organize the training at least 60 young professionals (YPs); (2) develop training contents and select provisional training providers for the needed training, to be carried out preferably in Maputo and preferably in Portuguese; (3) design and organize a program for on-the-job training with bus operators, municipalities and at AMT; (4) set up and coordinate a system to manage the YPPs candidacies, including the selection of participants, as well as the management of their applications; (5) evaluate the success of the program in terms of abilities acquired, and employability of the YPP participants, etc.
3. SCOPE OF SERVICES
The Ministry of Transport and Communications now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

- Core Business: Proven 10 years of successful experiences in the field of capacity needs assessment, training programs design, management of training programs and of grant systems, and the development of training materials for trainees;
- Demonstrate reputable experienced consultant company with a relevant track record; of at least 6 years, in organizing and managing young professionals grant programs;
- To demonstrate successful experiences with assisting and advising on training programs for technical to university level young students in the transportation sector;
- Demonstrate experience in urban public transportation systems in African countries; and
- Strong working professional experience in addressing the gender and social inclusion issues among the youth training programs.
Key Experts will not be evaluated at the shortlisting stage.
The Consultancy will have a duration of 2.5 years, from the effectiveness day of the assignment, and will be carried out in a mix of presential and remote work.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. Any party to the association, either joint venture member’s or sub-contractor’s experience will count on the qualifications criteria. In the case of a Joint Venture (JV), the Consultant shall specify the lead partner and all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018, November 2020, and September 2023 setting forth the World Bank’s Policy on Conflict of Interest.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers. Only shortlisted Consultants will be approached directly by Ministry of Transport and Communications (MTC) to submit proposals for the services required in the RFP phase.
The EOI document shall be prepared and submitted in a written form to the address below (in person or by e-mail) until 10:00 h, August 23, 2024.
