- The Government of Nepal has received financing from the World Bank toward the cost of the Private Sector-Led Mini-Grid Energy Access Project (MGEAP), and intends to apply part of the proceeds for the procurement of Consulting Services.
- The Consulting Services (“the Services”) include Technical backstopping, monitoring and quality control/assurance of Amadablam Mini Hydro Subproject (911 kW) and Monjo Khola Mini Hydro Subproject (942 kW) in Khumbhu Pasanglhamu Rural Municipality Ward No. 4 & 3, Solukhumbu. An estimated input of key experts is 776 person days. The total duration of the consultancy services will be 6 months and the expected start date of the assignment is October 2024.
- The detailed Terms of Reference (ToR) for the assignment and Expression of Interest (EoI) submission procedure can be obtained from the website of AEPC: www.aepc.gov.np or the office of the AEPC, at the address mentioned above.
- The AEPC/MGEAP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- a. General work experience within the last 10 years
- b. Specific work experience within the last 10 years
- c. Technical and Managerial capacity of Consulting Firm
Key Experts will not be evaluated at the shortlisting stage.
8. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016 (5th Edition, September 2023) “Procurement Regulations”, setting forth the World Bank’s policy of conflict of interest.
9. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
10. A Consultant will be selected in accordance with the Consultants Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
11. Further information can be obtained from the AEPC, at the address mentioned above during office hours.
12. Expression of Interest (EoI) must be delivered in a written form to the AEPC, at the address mentioned above in person, or by mail, or by email on or before 15:00 Hours Local Time on 5 September 2024.
13. The eligible Consultants are encouraged to express their interest in the “Technical backstopping, monitoring and quality control/assurance of Mini Hydro Subprojects” advertised by the office of AEPC/MGEAP located at Tahachal, Kathmandu, Nepal.
