The Ministry of Agriculture, Climate Change and Environment   has received financing from the World Bank toward the cost of the Seychelles Solid Waste Management Project, and will be recuiting a  Project Cordinator for the duration of the project :

 

The project coordinator will undertake the following duties and responsibilities: 

Specific tasks:

  • Assess and prioritize sectoral needs and requirements.
  • Develop, implement, and monitor the project's operational work plan, ensuring alignment with the strategic objectives, timeline, budget, and available resources, including formulating the annual work plan and ensuring alignment and coherence of activities within it.
  • Ensure activities are executed according to the planned schedule, identifying and managing the needs of various project components.
  • Oversee the archiving and proper documentation of all project-related materials and their components.
  • Identify bottlenecks and propose solutions to achieve expected outcomes within the project components.
  • Verify the quality of deliverables from service providers and consultants and contribute to their evaluation.
  • Facilitate the capitalization and dissemination of best practices in project activities.
  • Participate in meetings with partners and donors, enhancing operational management of related activities in close collaboration with relevant partners, including administration, technical and financial partners, and civil society.
  • Prepare periodic progress reports on project activities as per the project implementation manual's established mechanisms and frequencies, including preparing and submitting documents and reports required by the World Bank, adhering to standard formats, national procedures, and prescribed deadlines.
  • Supervise component teams, ensuring a conducive working environment to achieve project objectives and supporting the team in implementing activities based on the annual work plan and project log frame.
  • Ensure compliance with World Bank guidelines and national regulations in all project activities, participating in the operational and technical monitoring of the project.
  • Identify capacity-building needs within the PIU and among other project stakeholders.
  • Facilitate the development of close collaboration with institutions, technical and financial partners, and local actors.

Support for the implementation of actions related to the procurement of the project:

  • Coordinate the project procurement with the project's financial management and procurement unit to ensure that the procurement is fully integrated into the planning and management of the funds.

Support for the implementation of actions relating to administration, finance, budget, and logistics 

  • Support the project's Financial Management and Procurement Unit to ensure that the general administration, accounting, financial and budgetary, internal control, and logistics aspects are fully integrated into the planning and management of the funds.
  • Support for the implementation of actions related to monitoring and evaluation 

Support the Monitoring and Evaluation Specialist (MES) on:

  • Assurance of monitoring and evaluation activities
  • Support for partners and component managers in their M&E activities
  • Ensures that all activities supported by the project are progressing according to the plan and are implemented to the required standards to achieve the expected results of the project.
  • Support for the implementation of actions related to environmental and social safeguards

Support the Environmental and Social Specialist (ESS) on:

  • The development, monitoring, and implementation of the environmental and social  plans and commitments of the various components of the project as stipulated in the Environmental and Social Commitments Plan (ESCP), as well as the smooth running of the activities for which they are responsible,
  • The operational management of related activities in close collaboration with the relevant partners (administration, technical and financial partners, civil society, etc.).

Coordination and Stakeholder Engagement

  • Serve as the primary point of contact between the World Bank, Government of Seychelles, and other key stakeholders.
  • Coordinate and facilitate communication and collaboration among project stakeholders, including ministries, local authorities, private sector, and civil society organizations.
  • Organize and lead project meetings, workshops, and consultations with stakeholders to ensure transparency and inclusiveness.

The Programme Development and Coordination Section (PDCS) within the Ministry of Agriculture, Climate Change and Environment now invites eligible consulting individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Individuals should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023. www.worldbank.org/procurement

 A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
