Consulting services for a feasibility study and business plan for the establishment of space program in the Republic of Mozambique

1. The Government of Mozambique has received financing from the World Bank toward the cost of the Digital Acceleration Project and intends to apply part of the proceeds for consulting services.
2. The consulting services (“the Services”) include to evaluate the feasibility of the establishment of a space program in Mozambique, that includes: Conducting an assessment of the technical, financial, institutional, and socio-economic viability of setting up: i) a space agency; the potential launch of both a high orbit telecommunications satellite and a lower orbit satellite for earth observation and meteorology; a national control center for management and conduct of satellite missions in the space. ii) Conducting an assessment of the funding and financing mechanisms required for such a space program. iii) Conducting the assessment of the current and future local market demand and supply of satellite services and translating these future demands into comprehensive financial data using a predictive model. iv) Producing a detailed explanation on what is the best technical solution, in the specific context of Mozambique, in terms of cost vs benefits in alignment with the feasibility of the space program, plus ambitions for future expansion, among others.

4. The Ministry of Transport and Communications now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: i) the firm must be a world-renowned consulting firm, that is globally renowned for its excellent consulting track record, or a consortium of world-renowned; ii) the firm must be able to demonstrate experience in conducting feasibility studies, market analyses, and business planning for complex projects, preferably in the aerospace or space sector; iii) the firm must have expertise in space technology, satellite systems, remote sensing, and related fields, with a strong understanding of technical, regulatory, and commercial aspects of space activities; iv) the firm must possess experience operating in development market countries like Mozambique and should preferably have a presence and operations in the Mozambican market. Key Experts will not be evaluated at the shortlisting stage.
5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7.A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
