The Government of Pakistan has obtained a “Credit” from the International Development Association (IDA) towards the cost of Pakistan Hydromet and Climate Services Project and intends to apply part of the proceeds of this credit to payments for following “National Individual Consultants’ Services”, to be procured under this project. The Project aims at strengthening delivery of reliable and timely, climate and hydro-meteorological services besides enhancing community resilience to shocks. Shocks include socio-economic disruptions caused to communities by climate risks, health emergencies, food security and natural disasters.

 

National Disaster Risk Management Fund now invites eligible individuals to indicate their interest in providing the services. Interested consultants must provide detailed CVs indicating that they are qualified to perform the services.

Position

Required Qualification & Experience

  1.  

Sr. Climate Finance Consultant (International)

One(01) Position

Qualification: Advanced degree in a relevant field such as economics, finance, climate and environmental studies, public administration, public policy and business administration, or a related discipline. Experience:- At least 06-08 years’ professional work experience along with other expertise as per Terms of References.

Sr. Climate Finance Consultant (National) 

 One(01) Position

Qualification:- Advanced degree in a relevant field such as economics, finance, climate and environmental studies, public administration, public policy and business administration, or a related discipline Experience:- At least 06-08 years’ professional work experience along with other expertise as per Terms of References.

Sr. Carbon Consultant (National) 

One(01) Position

Qualification:- Advanced degree in a relevant field such as economics, finance, climate and environmental studies, public administration studies, public policy, law, business administration, or a related discipline. Experience:- At least 06-08 years’ professional work experience along with other expertise as per Terms of References.

Climate Finance Consultants (National)

 Two(02) Positions

Qualification:- Advanced degree in a relevant field such as economics, finance, climate and environmental studies, public administration, public policy and business administration, or a related discipline.Experience:- At least 04-06 years’ professional work experience along with other expertise as per Terms of References.

Communication Consultant (National) 

One(01) Position

Qualification:- Bachelor's or Master's degree in communications, graphics, public relations, environmental communications, or a related field. Experience:- At least 03-05 years’ professional work experience along with other expertise as per Terms of References.

 

Terms of Reference (TORs) for above consulting assignments can be accessed by the interested individuals from website, www.ndrmf.pk. Further information may be obtained at the address given below during office hours from 0800 to 1600 hours (Pakistan Standard Time (PST). This REOI is also available on the websites www.ndrmf.pk. An attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [Revised November 2017, July 2018 and November 2020] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest, the same shall be observed while participating in the procurement process. The individual consultants shall be hired in accordance with the procedures set out in Para 7.36 of the World Bank’s Procurement Regulations. In addition, the whole procurement process will be governed under the World Bank “Procurement Regulations for IPF Borrowers” July 2016 [Revised November 2017, July 2018, November 2020 and September, 2023] which can be perused at the website:https://www.worldbank.org/en/projects-operations/products-and-services/brief/procurement-new-framework#framework.

 

Applications, complete in all respects i.e. CV along with education and experience certificates, should reach Manager Procurement on or before 17th September, 2024 through surface mail, email or in person. Name of Position applied for must be mentioned clearly on the top right corner of envelope. Expressions sent over email will be acknowledged within 48 hours by Fund.
