The Ministry of Environment “EEAA” has received financing from the World Bank toward the cost of the Greater Cairo Air Pollution Management and Climate Change Project. The Ministry of Environment, an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for the Supply of Electric Buses (E-buses), Chargers, Spare Parts, and Maintenance Services for Cairo Transport Authority.
This contract includes the procurement of 80 E-buses with 12-meter standard buses, 370kWh (minimum) LFP batteries, chargers of 120 kW, and provision of maintenance services for the first year (with optional extensions for the second and third years).
The procurement will be conducted under the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised in September 2023), and is open to all eligible Bidders as defined in the Procurement Regulations.

The Ministry of Environment, an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for Supply of Electric Buses (E-buses), chargers, spare parts and Maintenance Services for Cairo Transport Authority. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The 80 E-buses procured will be 12m standard buses with 370kWh (minimum) LFP batteries (Lithium - Iron - Phosphate). This contract also includes the supply of chargers of 120 kW (1 charger for 2 e-buses) designed for slow, overnight charging technology. This approach has been chosen as it is more suitable for the selected routes and service profiles than opportunity charging.

- Owned by CTA
- Operated by the Beneficiary, Cairo Transport Authority. E-buses will operate on 5 routes managed from Ameriyah Depot, in Cairo.
- Maintained by the Beneficiary, Cairo Transport Authority which will also rely on the maintenance services included in this tender, and to be performed by the future Contractor. The maintenance services cover full preventive and corrective maintenance during the first year, ensuring all aspects of the E-buses and charging systems are kept in optimal working condition.

- The contract also includes optional full maintenance services for the second and third years, which the Cairo Transport Authority may choose to exercise at a later stage. After this period, the responsibility for maintenance will transition fully to CTA, which may either carry out the maintenance internally or subcontract the services.

- The CTA will be responsible for operating the E-buses, managing the fleet, and ensuring the buses are maintained according to the agreed standards and requirements. They will also oversee the implementation of the optional maintenance services for the second and third years if exercised.
- The main responsibilities expected from the suppliers are:
- Acquisition: Purchasing and delivering E-buses and chargers (fixed and mobiles), ensuring compliance with the agreed timelines and conditions in the contract.
- Ensuring compliance with technical specifications: Meeting all the established technical standards and requirements outlined in the bidding package to guarantee the functionality, safety, and efficiency of the electric buses.
- Training: Training and education required for the operational and maintenance staff of the E-buses, including drivers, technicians, and fleet managers. The technical support is expected across the project.
- Maintenance and Spare parts: Preventive and corrective maintenance services to ensure the operability and longevity of the E-buses and its charging systems, including the provision and storage of spare parts, during and after the warranty period.
- The Ministry of Environment now invites sealed Bids from eligible Bidders for Supply of Electric Buses (E-buses), chargers, spare parts and Maintenance Services for Cairo Transport Authority
- Bidding will be conducted through International competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from Ministry of Environment - Greater Cairo Air Pollution Management and Climate Change Project, Dr. Mohamed Hassan and Dr. Mohamed Tantawy, Senior procurement Consultant, mahamed.tantawy@gccceg.com and inspect the bidding document during office hours from 9:00 to 17:00 the address given below.
- The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 500 or equivalent in EGP. The method of payment will be in Bank transfer in the Bank account (the Egyptian Central Bank- The Environmental Protection Fund (EPF) The document will be sent by airmail for overseas delivery by courier services and may be required for overseas delivery against courier charge.

- Bids must be delivered to the address below on or before New Submission Deadline: 16th December 2024, 12:00 CLT (instead of 13th November 2024). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below
- All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a Bid Security of USD 400,000 or equivalent amount in EGP using the central bank of Egypt exchange rate at the bid submission date, according to the requirement of bid security described in Section I – Instructions to Bidders – ITB 19.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
