Assignment Title: Selection of Senior Project Coordinator

The People’s Republic of Bangladesh has received credit SDR 158,000,000 (USD 210,000,000 equivalent) financing from the World Bank toward the cost of Bangladesh Enhancing Investments and Benefits for Early Years (BEIBEY) Project to be implemented by Ministry of Women and Children Affairs (MOWCA) and intends to apply part of the proceeds for consulting service of an Individual Consultant to provide project management, coordination, and administrative support towards the effective and timely implementation of the Project.
The consulting services (“the Services”) are include, not limited to: (Detailed scope of services are mentioned in the terms of reference):
- Support Project Director on strategic and technical activities to achieve Project goals and objectives.
- Develop, review, and monitor annual work plans to ensure short-term and long-term actions are on track.
- Support development of Terms of Reference and recruitment of Project staff/Consultants to conduct work on specific activities and objectives laid out in the work plan.
- Supervise and guide Consultants (individuals and firms) recruited for technical assistance and system strengthening.
- Coordinate implementation of Project activities in a timely manner and in accordance with the rules of Government of Bangladesh and World Bank.
- Coordinate with MoWCA, Finance Division, Department of Women Affairs, the World Bank, and other stakeholders, and organize regular meetings to monitor and manage the progress of Project implementation.
- Liaise with key stakeholders to ensure timely organization and facilitation of activities related to Project implementation.
- Ensure clear communication among all stakeholders involved in the successful delivery of Project activities.
- Support Monitoring and Evaluation (M&E) Specialist in developing standardized M&E tools for data collection, quality monitoring, analysis and regular reporting on indicators, and assist with M&E activities as required.
- Support Training Specialist in conducting training needs assessment and
- training plan for the Project.
- Prepare monthly, quarterly, and annual activity progress reports, and ensure timely submission of reports to MoWCA and World Bank.
- Assist in preparation of relevant documents for internal and external audits.
- Conduct regular field visits across the country to monitor implementation and provide guidance as required.
- Any other tasks assigned by the Project Director.
Deliverables
The key deliverables of the Consultant will be:
- Periodic implementation progress reports
- Any other reports assigned by the Project Director within the scope of work mentioned above
Qualification and Experience Requirements:
- Master’s degree in Business Administration, Social Sciences, or any other relevant discipline along with a four-year honors degree from any reputed university with at least two first class and minimum second class in other academic stages.
- Proven ability to coordinate and manage complex projects, with at least 15 years’ experience in project planning, implantation, and monitoring.
- Experience working with social protection issues is preferred.
- Experience in working with various agencies (government and non-government) and Development Partners.
- Strong communication skills with good ability to write in Bangla and English.
- Proficiency in using Microsoft Office (Word, Excel, PowerPoint, etc.).
Place of work: Dhaka, Bangladesh
Duration of employment: 24 months. Depending on the need of the client and satisfactory performance of the consultant, the contract period may be extended through mutual agreement.
Commencement of the Service: Expected date for commencement of the services will be November 2024 and completion within 24 (twenty-four) months.

A Consultant will be selected in accordance with the Selection of Individual Consultants (SIC) method set out in the Procurement Regulations. The Procurement Regulations can be viewed at the World Bank’s external website:

The attention of interested Consultants is drawn in particular to:
- Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on Conflict of Interest, and
- Section III, paragraphs, 3.21-3.24 of the Procurement Regulations setting forth the World Bank’s policy on Eligibility, including the specific pre-requisite conditions to be met for the eligibility, on exceptional basis, of Government officials and civil servants of the Borrower’s country under consulting contracts in the Borrower’s country.
Individuals who are currently working as procurement consultants on another World Bank-financed project may also compete in this selection process, but if they are selected they will be required before signing the proposed contract to provide documentary evidence of having satisfactorily complied with their existing contract’s requirements with respect to early termination of the contract by the consultant, including advance notice period, to avoid disruption in implementation of that project.
