Assignment Title: Consultancy Service to develop a gold trade tracking tool with the capabilities of self-service online licensing and storage of database of licensed gold dealers and Exporters

The Government of Ghana has received financing from the World Bank toward the cost of the Ghana Landscape Restoration and Small-Scale Mining Project and intends to apply part of the proceeds for consulting services. The project’s core interventions focus on:
(a) land-use planning for integrated landscape management to optimize land use,
(b) formalization of Artisanal Small-Scale Mining (ASM) for sustainable mining,
(c) restoration of degraded lands for agricultural productivity, and
(d) strengthening of sustainable management of forest landscapes for biodiversity conservation and ecosystem services. To enhancing integrated management, the project aims to place landscape and mining sector management on a trajectory that would transition from degraded landscapes, poverty, and low productivity toward one with high-productivity and resilient landscapes, livelihoods, and high economic returns.
Objective of the Assignment
The objective is to develop and commission a single platform that will create a database for gold Dealers and Gold Exporters licensed in Ghana, develop a web-based self-service Online licensing platform for the Precious Mineral Marketing Company and the government of Ghana and create a blockchain system that can track the gold mined from licensed sites or its origin through the value chain to the export. The system should be able to generate reports and analysis on gold mined and exported out of Ghana. In summary, the objective is to develop a gold trade tracking tool with the capabilities of self-service online licensing and storage of database of licensed gold dealers and Exporters.
The Consulting Services (“the Services”) include selection of a Consulting Firm to develop a gold trade tracking tool with the capabilities of self-service online licensing and storage of database of licensed gold dealers and Exporters.

Ghana Landscape Restoration and Small-Scale Mining Project now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
1. Years of Establishment:
- Minimum of 5 years of experience in the consulting industry (Provide business registration certificate)
2. Relevant Experience:
- Proven track record of successfully completing similar assignment (at least 3 similar projects).
- Proven track record of Developing and deploying a custom web based online Licensing software running on cloud technology
3. Security Standards Required
- Consulting Firm must be ISO 27001 compliant.
- Must be certified by the data protection commission of Ghana.
- Must indicate how they intend to satisfy the OWASP 10 standards
4. International Standards to be Considered
- London Bullion Market Association (LBMA)
- Fairtrade International
- Organisation for Economic Co-operation and Development (OECD)
5. References:
- Provide at least 3 professional references from previous clients or partners.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality Based Selection (QBS) method set out in the Procurement Regulations.
