1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the COVID-19 Emergency Response and intends to apply part of the proceeds toward payments under the contract for Procurement of Auditorium Audio Visual/AV System.
2. The Ministry of Health now invites sealed Bids from eligible Bidders for provision of Digital Conference system with automatic video tracking, Sound System, and Projection and Presentation system for multi for the AHRI new Building in Addis Ababa. No margin of domestic preference shall apply. Bidders are required to meet the following criteria:

Financial Capability: |
The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member. |

Specific Experience: |
The Bidder shall demonstrate that it has successfully completed at least Two contract within the last three (3) years prior to bid submission deadline, each with a value of at least US$ 1,500,000 (One Million Five Hundred Thousand USD) that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined. |
3. Bidding will be conducted through International /National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 and is open to all eligible Bidders as defined in the Procurement Regulations.

5. The bidding document in English language may be purchased by interested Bidders upon payment of a nonrefundable fee of Ethiopian Birr 700.00 (Seven Hundred Birr) or equivalent in a freely convertible currency. The method of payment will be in cash deposit at Commercial Bank of Ethiopia (CBE) Account Number Ref 1000000984877. After making the payment and upon presenting the deposit slip in person to MOH Finance Executive Office, the document will be given to the applicants arriving at our premises in person.
6. Bids must be delivered to the address below on or before November 4, 2024 at 2.00 PM Ethiopian time. Electronic bidding will not be permitted. Late bids will be rejected. The technical and financial Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on November 4, 2024 at 2:00 PM Ethiopian time.
7. All Bids must be accompanied by a “Bid Security” of Birr 500,000 (Five Hundred Fifty Thousand Birr) or equivalent in a freely convertible currency.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
