Assignment Title: Engagement of A Project Implementation Consultant

The Government of Liberia has received financing from the World Bank for the Governance Reform and Accountability Transformation (GREAT) Project and intends to apply part of the proceeds for consulting services to engage a Project Implementation Consultant.

Objective of the Assignment:

The objective of this assignment is to support the GREAT Project Implementation Team (PIT) and to assist the PIT Lead in the implementation of project activities, ensuring effective and efficient coordination of all activities associated with the project, in full compliance with the requirements and procedures of the World Bank and the Government of Liberia. In particular, the Consultant will be a dedicated technical arm of the PIT, leading on all operational matters including contract management.

Scope of the Assignment

The Consultant will carry out the duties and responsibilities consisting of, but not limited to the following:

  • Assist with the preparation and update of the project’s annual and quarterly work plans; and disbursement projections; 
  • Support the PIT to prepare for quarterly work planning and progress reporting meetings with the World Bank Task Team;
  • Review contract agreements signed by GoL; Be responsible for all the contract management functions at the PIT;
  • Strengthen the PIT’s contract management capacity by providing advice and support on contract management and transferring skills and expertise on contract management;
  • Liaise and coordinate with the relevant stakeholders at the beneficiary institutions and the World Bank on contract management issues;
  • Review & understand the contract administration procedures, in particular, distribution of tasks and responsibilities among the parties and required time frames;
  • Review and maintain an updated database of the implementation schedules for all contracts under the GREAT Project;
  • Develop contract management tools for effective and efficient contract administration and management for the PIT, taking into consideration Public Procurement Rules, Procurement Regulations & WB Guidelines as detailed in the agreement between the GoL and the Bank;
  • Follow up with Beneficiary Institution Teams (BITs) and lead the development of TORs for key inputs;
  • Provide technical advice to project beneficiaries and implementing counterparts, review technical reports and monitor technical activities implemented by the BITs;
  • Monitor adherence to the implementation of the Project Implementation Manual (PIM);
  • Support the PIT Lead to ensure that project implementing counterparts/beneficiaries implement activities and deliver the project development objectives in accordance with their mandates and responsibilities under the project;
  • Support the preparation of the PIT’s operational budget in conjunction with the Financial Management Consultant and Procurement Officer;
  • Support the Monitoring and Evaluation (M&E) Officer to prepare progress reports and ensure that reports are prepared on time.
  • Assist the Finance Consultant to manage the project’s budget by ensuring that:
    • project funds are used for the intended purposes;
    • expenditure is in accordance with the activities agreed in the Project Appraisal Document and annual work plans;
    • accounting records and supporting documents are properly kept and financial reports are prepared; and
    • financial operations procedures/regulations are transparent and properly applied
  • Participate in meetings, conferences and prepare briefings for MFDP Senior Management Team including the Deputy Minister and World Bank Task Team Leaders;
  • Support the PIT Lead to prepare for and convene Project Steering Committee meetings; and
  • Perform any other duties as may be assigned by the PIT Lead related to the successful implementation of the Project.

The Ministry of Finance and Development Planning (MFDP) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Candidates will be evaluated based on the following criteria:

  • At least a university degree, preferably at the master’s level, in Project Management, Economics, Public Administration or related field. (10 points)
  • At least seven (07) years of relevant professional experience in the implementation and management of public sector reforms.  (30 points)
  • Prior experience managing/ implementing World Bank/international donor financed projects, and experience in the use of country systems for donor project delivery is an added advantage. (20 points)
  • A minimum four (04) years of professional experience drafting and managing contract agreements in the public sector and/or corporate sectors at progressively senior levels on public / private sector projects involving procurement of works, goods and services and contract management. (30 points)
  • Knowledge of best practices in international procurement and contract management. (10 points)

Duration of the Assignment

The duration of the contract shall be one year, renewable subject to need, performance, and availability of funds.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.   

The Consultant will be selected in accordance with the Approved Selection Methods for Individual Consultant Based Selection set out in the Procurement Regulations.
