Assignment Title: Consultancy Services for Supervision of Works for High Voltage Infrastructure for AZURE Project

The Government of Azerbaijan has applied for financing from the World Bank toward the cost of the Azerbaijan Scaling-up Renewable Energy Project (AZURE), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Supervision of Works for High Voltage 500kV & 330kV Infrastructure and BESS for AZURE Project, estimated level of effort is 321 key experts professional staff-months, implementation period of 30 months, expected start date of assignment being March 2025

The Azerenerji JSC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Having expertise in supervision works for High Voltage 500kV & 330kV Overhead Transmission Lines and Substations - in project management, review of designs, supervision of construction and having experience of at least 10 years
- Having delivered in the last 5 years at least 2 similar supervision activities on projects of similar size, scope and nature
- Substantial experience in the development and the operation of effective Quality Assurance programs and compliance records for the works supervision
- Substantial experience in the supervision of similar large and complex power construction works including supervision of the physical realization of the works and contractual and financial management processes
- Experience in Azerbaijan in Supervision projects preferred.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
