- The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the CWA-II CR-WaSH component. It intends to apply part of the proceeds toward payments under the contract for the Procurement of construction of Civil Works, supply and installation of pipes and fitting design review supply Installation, and commissioning of Electromechanical equipment for Bursa CR-WASH Water Supply Project in Amhara National Regional State.
- The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for Civil Works, Pipes and Fittings supply and installation, and commissioning for the Bursa climate Resilient Multi-Village Rural Pipe system in Amhara National Regional State.
- The bidders shall furnish the following documents to fulfill the eligibility criteria:
- Renewed Trade license for the Year 2016 EFY, TIN, VAT Registration, and A valid tax clearance certificate issued by the tax authority TIN. This documentation is required only for Locally Registered bidders.
- Audited Financial Report of past five Years(2019 to 2023 GC)
- Letter of Authorized signature (Power of Attorney)
- Joint venture agreement, if applicable
4. The bidders shall furnish the following documents to satisfy the post-evaluation criteria:
a, Financial Capabilities
i, The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as 13 million ETB.
ii, The audited financial statement report (Audited by a certified auditor) for the last five (5) years shall be submitted. It must demonstrate the current soundness of the bidder’s financial position and indicate its prospective long-term profitability.
b, Peak Annual Construction Turnover
i, Minimum average annual construction turnover of 42, million ETB calculated as total certified payments received for contracts in progress and/or completed within the last five years.
c, General Construction Experience
i, Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 5 years, starting 1st January 2019 G.C.
d, Specific Construction & Contract Management Experience
(i) A minimum number of one similar contract specified below that has been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor, or sub-contractor between 1st January 2019 G.C and bid submission deadline:
(ii) One contract, with a minimum value of 42, Million ETB, OR
(iii) Two contracts, each of minimum value of 21 million ETB.
5, Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s "Procurement Regulations for IPF Borrowers" (July, 2016; revised November 2017; and July 2018; and November 2020 "Procurement Regulations"), which can be found at the following website: worldbank.org. The bid is open to all eligible bidders as defined in the procurement regulations.
6, Interested eligible bidders may obtain further information from the Ministry of Water and Energy's One WaSH National Program, CWA-II Procurement Management Team in the 1st floor Room No. 112 during office hours from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 4:30 p.m.
7, The English version of the scanned bidding document can be obtained free of charge by downloading it from the Ministry's website at https://www.mowe.gov.et/en/resource types/procurement-files-. Please note that you are required to register in person at the address specified in item 4 of this invitation.
8, Bids must be delivered in person to the address below on or before 10th October 2024, at 2:00 PM. Electronic and postal bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below on 10th October 2024 at 2:30 PM.
9, All bids must be accompanied by a bid security ETB 500,000.00(Three Hundred Thousand Birr Only) or an equivalent amount in a freely convertible currency in the form of an Unconditional Bank Guarantee or CPO in the name of the Ministry of Water and Energy.
10, The bid is valid for 120 days. The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid. Finally, the client reserves the right to accept or reject the bid partially or totally.
