1.         The People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the “Bangladesh Regional Waterway Transport Project-1(BRWTP-1)” and intends to apply part of the proceeds toward payments under the contracts for the procurement of Full Mission Bridge Simulator with Fishing & Dredging and Full Mission Simulator with Engine & Liquid Cargo Handling Features.

2.            Bangladesh Inland Water Transport Authority (BIWTA) under Ministry of Shipping, Government of the People’s Republic of Bangladesh now invites sealed bids from eligible Bidders for supply of Full Mission Bridge Simulator with Fishing & Dredging and Full Mission Simulator with Engine & Liquid Cargo Handling Features mentioned below.

Quantities, locations of supply and delivery period in detail have been described in the bidding document.

3.         Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, version January 2011/revised July 2014(“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4.         Interested eligible bidders may obtain further information from Mr. Md. Ayub Ali, Project Director, Bangladesh Regional Waterway Transport Project 1 (BRWTP-1), BIWTA and inspect the bidding documents during office hours from 09:00 to 16:00 Hours BST (GMT+6) at the Office of the Project Director at the address given below.

5.           A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of 5,000.00 in Bangladesh Taka or 50.00 in US Dollar. The written application may also be sent from the bidder's official email address to the Purchaser’s official email address specified below along with a copy of documentary evidence confirming electronic wire transfer payment to the Purchaser's bank account. The method of payment will be either Pay Order/ Demand Draft to be issued in favor of “BRWTP-1”, or electronic wire transfer to the Purchaser’s bank account specified below. The bidding documents will be sent by airmail for overseas delivery and by hand, surface mail or courier for local delivery. Softcopy of the bidding documents is available (for view only) at website www.biwta.gov.bdfor information only.

6.         Bids must be delivered to the address below on or before 14:00 Hours BST (GMT+6)), 06 November, 2024. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 06 November, 2024 at 14:30 Hours BST (GMT+6). No bidding document will be issued from the Office of the Project Director on the date of submission.

A Pre-bid meeting shall be held at the Conference Room, Office of the Project Director, BRWTP-1, BIWTA, BSC Tower(level-19), 2-3 Rajuk Avenue, Motijheel, Dhaka-1000, Bangladesh on 08 October, 2024 at 11.00 Hours, BST (GMT+6 hours). The pre-bid meeting will also be connected virtually through Zoom or any other convenient platform for those bidders who will be unable to attend in person.  The virtual connection details will be sent 3 calendar days before the date of pre-bid meeting through email to all bidders who purchased the bidding documents.

9.     The Procuring Entity reserves the right to accept or reject any or all Bids without any reasons thereof.
