The Government of the Republic of Kenya has applied for financing amounting to US$670 MILLION from the World Bank toward the cost of the Kenya Urban Mobility Improvement Project (KUMIP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Government of the Republic of Kenya.

The project will include the following components;

  1. Urban mobility improvement in the Nairobi Metropolitan Area involving;
    1. Consultancy services for the feasibility study, preliminary design (feed/basic engineering) and preparation of bidding documents for upgrading of the Nairobi Commuter Rail (NCR) network. The consultancy services will include;
      • Undertaking a FEL-2 Feasibility Study, including Preliminary, Engineering to assess technical, social, environmental, financial and economic viability for the upgrading and/or rehabilitation of the NCR network as well as the development of Transit Oriented Development (TOD) facilities and access roads to commuter stations,
      • Completion of the FEL-3 Project Definition / FEED (Basic Engineering) to 85%   cost accuracy for the entire commuter NCR network including access facilities to commuter stations, and TOD-related infrastructure facilities for selected stations along Thika line and
      • Preparation of the Engineering Requirement for Design & Build bidding documents for contracting under the FIDIC Yellow Book form of contract for the entire commuter NCR network, access facilities to commuter stations, and TOD-related infrastructure facilities for selected stations along Thika line.
    1. Consultancy services for developing an Enterprise Architecture (EA) and digital transformation roadmap for Kenya Railways Corporation (KR). The objective of the assignment is to develop an Enterprise architecture (EA) for operations at KR with due attention to maturing the EA practice, attaining the right balance between efficiency and business innovation aligned with the overall KR strategy, international policies, standards, and best practices, as well as a clear roadmap for digital transformation which is expected to provide a digital transformation vision, a comprehensive analysis of existing and desired architecture, and identification of possible future digital solutions while serving as the foundation for KR transformation to build its digital capacity and capability as it ensures scalability, interoperability, data integration and high availability.
    1. Consultancy services for preparation of environmental and social safeguards (ESS) instruments. The overall objective of the consultancy Services is to prepare the following stand-alone Environmental and Social Safeguards Instruments: Labor Management Procedure (LMP), Social Assessment (SA), Stakeholder Engagement Plan including Communication Plan (SEP), Sexual Exploitation and Abuse and Sexual Harassment Plan (SEA/SHP), Cultural Heritage Management Plan (CHMP), Environmental and Social Impact Assessment (ESIA), Environment and Social Commitment Plan (ESCP), Environment and Social Management Framework (ESMF), Resettlement Policy Framework (RPF), and Resettlement Action Plan (RAP). The instruments will be prepared independently and in accordance to the World Bank Environment and Social Framework, World Bank Group Environment Health and Safety Guidelines, and the National Legal and Regulatory requirements.
  2. Carry out track rehabilitation, upgrading, and capacity enhancement of the line between Nairobi Central Station (NCS) and Thika.
  3. Provision of improved access to railway stations, prioritizing NCS to Thika, including NMT facilities and feeder bus services, based on the integrated public network to be developed under the integrated urban mobility plan.
  4. Acquisition of multiple engine trainsets and improvement of communication and signaling as well as automatic fare collection systems, traffic management improvement, and design and implementation of green mobility solutions.
  5. Transit-Oriented Development (TOD) along Commuter Rail and will involve TOD planning in the project area, station accessibility and improvement, implementation of TOD plans, and institutional strengthening and capacity building for TOD planning and implementation.
  6. Institutional strengthening and capacity building of urban mobility and TOD related institutions involving development of an urban transport policy; development of skills in transport and research, provision of technical assistance and advisory services in areas such as automatic fare collection system, regulation framework for railways. 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016) and revised in September 2023 (5th Edition) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement  will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, The Public Procurement Information Portal https://tenders.go.ke, Kenya Railways Website https://www.krc.co.ke and My GOV in the Star Newspaper.
