1. Background  

The Government of South Sudan (GoSS) through the Ministry of Public Service and Human Resource Development (MoPSHRD) has received a grant from the World Bank towards the cost of implementing Building Institutional Foundations for an Effective Public Service (BIFEPS) Project.

The project development objective is to strengthen institutional and human resource capabilities in selected sectors. The project will focus on strengthening policies, procedures and systems for civil service management, institutional development to create sustainable public sector capacity, incentivizing the effective implementation of selected sector reforms, and change management.

A Project Management Unit (PMU) has been established within the MoPSHRD with the primary responsibility of project management and overseeing the performance of consultants, contractors and service providers. Other tasks of the PMU include stakeholder outreach and communications, fiduciary and procurement management, community engagement, results management and risk management.

The MoPSHRD is seeking to use part of the BIFEPS Project grant to finance an Individual Consultant (Senior Financial Management Specialist) to oversee all accounting and financial management responsibilities of the project and ensure full adherence and compliance with World Bank and Government financial management guidelines, procedures, and regulations.

2. Scope of Work and Responsibilities:

The Consultant shall be responsible for (i) setting up of financial management systems of the project; (ii) coordination and oversight of the financial management functions; (iii) undertake structured capacity building of Government staff to ensure long term sustainability; (iv) preparation of project annual budgets and cash forecasts;  (v) Review the implementation of the project budget on a monthly basis and advise the management team on the level of budget absorption; (vi) Ensure that disbursements are made in accordance with the grant agreement, approved implementation budget and work plan; (vii) Review all periodic disbursement requests submitted by the MoPSHRD and ensure timely cash flow; (viii) Ensure all payments are supported by proper documentation in accordance with the Government and World Bank financial guidelines, regulations and procedures; (ix) Monitor the utilization of payments made to implementing partners and report findings to the Program Coordinator; (x) Ensure that the accounting records and ledgers and all financial transactions are captured and updated; (xi) Review and ensure all monthly bank reconciliation statements are prepared; (xii) Carry out any other assignment as may be directed by the Program Coordinator, Project Manager or the senior management of the MoPSHRD.

The Consultant will be required to undertake all the tasks and deliver the outputs detailed in the terms of reference (TOR) that will be provided upon request through the email contact below or in person.

3. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The Consultant shall fulfil the following qualification and experience:

  1. Both a Bachelor’s degree in accounting, finance, business administration or related fields; and a Master’s degree in accounting, finance, business administration or any related fields from a recognized university
  2. Professional qualification such as ACCA, CPA or equivalent, and full membership of a professional accountancy body recognized by International Federation of Accountants (IFAC) and in good standing;
  3. At least ten years of post-qualification experience handling financial management responsibilities in the public sector and/or projects financed by development partners.
  4. At least six of the minimum 10 years of experience should be related to financial management responsibilities in projects funded by the World Bank or similar international organizations.
  5. Proven skills in the use of computer software applications including spreadsheets, accounting packages and word-processing.
  6. Fluency in English is a must and excellent written and oral communication skills.
  7. Experience working in hardship environments with flexible working hours and handling extensive workload with minimum supervision.
  8. Technical knowledge and experience in undertaking change management and capacity building in the public sector.

The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills and competences listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

4. Duration:

Duration of the assignment is 24 months, renewable based on satisfactory performance and availability of funds.

5. The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest

6. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.

7. The MoPSHR now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services.  Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.

8. Submission of Applications and deadline:
