Title: CONSULTANCY SERVICES FOR FEASIBILITY STUDY, ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) OF THE REHABILITATION OF SENDI AND QUIMAIA DAMS AND IRRIGATION SYSTEMS IN HUILA PROVINCE

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds to finance the FEASIBILITY STUDY, ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) OF THE REHABILITATION OF SENDI AND QUIMAIA DAMS AND IRRIGATION SYSTEMS IN HUILA PROVINCE.
The objective of this assignment is to carry out pre-feasibility and feasibility studies, a full Environmental and Social Impact Assessment (ESIA), and to rehabilitate the Sendi and Quimaia dams and irrigation systems to ensure sustainable water supply and improve agricultural productivity in the targeted regions. This will contribute to the overall goal of enhancing climate resilience and water security.

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Client now intends to hire a consulting firm with the following profile:
- The Consultant shall be a reputable Civil Engineering Consultancy firm with at least 15 years of experience in infrastructure (especially in dams), hydraulic and water sector engineering. and with at least 10 years’ experience in Sub-Saharan African Countries. The Consultant should be fully conversant with World Bank procurement documents and construction of projects in developing countries.
- Be a reputable Environmental Consultancy firm with at least 10 years’ experience in conducting Environmental and Social Impact Assessments, Environmental and Social Management Plans as well as Resettlement Action Plan;
- Have experience in conducting Environmental and Social Impact Assessment for 5 projects related to construction and upgrading of water supply systems; Have thorough working knowledge of the World Bank Environmental and Social Safeguards Policies or Standards and WBG General ESHS Guidelines, in particular the Specific Sector Guidelines for Water and Sanitation, and knowledge of Angolan Environmental and Social regulations and standards;
- At least at least five (5) years conducting environmental assessment studies on water supply system projects or infrastructure.
- Previous experience of at least three (3) in Dams, bridges or similar projects, but with financing or co-financing from the World Bank or other bilateral agencies.
- Demonstrate to have specialised staff, with experience to develop the study;
- Have relevant experience in Angola or other countries in the region with similar socio-economic and environmental characteristics.
- The consultant shall be registered at the Angolan Ministry of Environment.
Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
