1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia COVID-19 Emergency Response Project Additional Financing, and intends to apply part of the proceeds toward payments under the contract for the Procurement of Design, and Implementation of Seven Data Hubs for Electronic Medical Record (EMR) infrastructure in Ethiopia (Design, supply, construction, installation Training, and commissioning of Regional data hubs.)
2. The Federal Ministry of Health Ethiopia now invites sealed Proposals from eligible Proposers for the Procurement of Design, and Implementation of Seven Data Hubs for Electronic Medical Record (EMR) infrastructure in Ethiopia (Design, supply, construction, installation Training, and commissioning of Regional data hubs.).

1. The procurement process will be conducted through international competitive procurement using a Request for Proposal (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Proposers may obtain further information from Federal Ministry of Health, Procurement Executive office Mr. Gemechisa olani & gameolani72@gmail.com  and inspect the request for proposals document during office hours 8:30AM to 12:30AM Ethiopian Time and from 1:30PM to 5:30PM Ethiopian Time from Monday to Thursday and from 8:30AM to 11:30AM Ethiopian Time” and from 1:30PM to 5:30PM “Ethiopian Time”  Friday at the address given below.

5.        The RFP document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ten USD 100 (USD One hundred only), or equivalent in ETB or in a convertible currency. Please note that the payment will be made deposit to the bank account; to commercial bank of Ethiopia Ministry of Health Account 1000000984877 for local bidders and Ethiopia Ministry of Health 0100081300154 for international bidders. If the payment is in the form of deposit; Once the payment has been made, kindly send the prepaid receipt to the email address gameolani72@gmail.com,  the document will be collected by local representatives from the address given below or will be couriered to the bidder through courier service pre-arranged and paid by the bidder.

6.        Proposals must be delivered to the address below on or before 27 November 2024 @ 2:00 PM Ethiopian Time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 27 November  2024 @ 2:30 PM Ethiopian Time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

7.        All Proposals must be accompanied by a “Proposal Security” of USD 100,000 (USD One hundred thousand) or its equivalent amount in easily convertible currencies.

8.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
