THE PROVISION OF CONSULTANCY SERVICES FOR DESIGNING AN INFRASTRUCTURE ACCESS REGIME AND NETWORK STATEMENT FOR TANZANIA RAILWAYS CORPORATION (TRC)

REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

1. This request for Expressions of Interest follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) on March 21, 2023.

2. The Government of the United Republic of Tanzania has applied for a credit from the International Development Association (IDA) equivalent to US$ 200 million towards the Second Tanzania Intermodal and Rail Development Project (TIRP-2) cost. It intends to apply part of the proceeds for Consulting Services.

3. The TIRP-2 is implemented by the Tanzania Railways Corporation (TRC), a 100% Tanzania Government-owned company. The TRC rail infrastructure consists of SGR and MGR lines. The MGR covers 2,707 km, whilst the SGR will reach 3,196 km. The SGR is now operational for 722 km portion from Dar es Salaam to Makutupora, including 181 km of siding/passing loops. At the same time, the MGR is already operational and undergoing extensive rehabilitation.  The Tanzanian government publicly owns TRC railway infrastructure. The government now wishes to open its network to all licensed railway operators.

4. Tanzania now wishes to define and establish the framework for rail infrastructure access and pricing, consistent with the relevant Government directives and structured to encourage cross-country movement, competition, and private investment.

5. The Consulting Services (“the Services”) include Designing an Infrastructure Access Regime and Network Statement for Tanzania Railways Corporation (TRC), Tender No. TR126/2024/2025/C/02.

6 The anticipated implementation period is eight (8) Calendar Months. The estimated Professional Staff Month is 16 and the assignment is expected to start in January 2025. 

7. The detailed Terms of reference (TOR) for the assignment are available on the following website https://www.nest.go.tz. The Consultants will be required to register on the NeST to be able to participate in this selection process. All requests for clarification should be sent through NeST and the Client will send responses to Clarifications and Amendments through NeST - https://www.nest.go.tz and email notification will also automatically be sent to those Consultants who have started working on this Request for Expression of Interest. The Consultants would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

8. The Tanzania Railways Corporation (TRC) on behalf of the Government of Tanzania, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing Services. Interested Consultants should provide information demonstrating that they have the required qualifications, and relevant experience to perform the Services.

9. The shortlisting criteria are (i) Core Business and years in business (ii) relevant experience in related assignments - the successful execution of at least one (1) contract of related assignment in the last ten years - information to be provided should include the name of the assignment, name including full contact details of the client, contract value (in equivalent US dollars) and period (dates) of execution of assignments; (iii) technical and managerial capability of the firm (provide only the structure of the organization, general qualifications and number of appropriate experts). Do not provide CV of the key staff. The Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain five (5) to ten (10) eligible firms.

10. Consultants shall not be hired for any assignment that would conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.

11. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The JV shall be considered to qualify if each member of the JV has successfully executed at least one (1) contract of a related assignment. The Sub-Consultant's experience, Technical and Managerial Capabilities shall not be evaluated to enhance the qualification of the Lead Firm or JV Partners.

12. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method described in the Request for Proposals.

13. Further information can be obtained at the address below during office hours from 0800 to 1600 hours local time, Mondays to Fridays inclusive, except Public Holidays.

14. All Expressions of interest must be properly filled in and submitted through NeST at or before 10:30 AM local time on Monday, 30 December 2024. The proposals will be opened promptly thereafter through NeST.
