1.    The Project Implementation Unit (PIU), Punjab Urban Land Systems Enhancement (PULSE) Project, Govt. of Punjab has received financing from the World Bank toward the cost of the Punjab Urban Land Systems Enhancement (PULSE) Project, and intends to apply part of the proceeds toward payments under the contract for Hiring of Services for Field Revenue Operations & Quality Assurance of PULSE Activities.

2.    The Project Implementation Unit (PIU), PULSE, Govt. of Punjab now invites sealed Bids from eligible Bidders for Hiring of Services for Hiring of Services for Field Revenue Operations & Quality Assurance of PULSE Activities.

3.    Bidding will be conducted through national competitive procurement using a Request for Bids (RFB), “Single Stage One Envelop” procedure, as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – dated November, 2020, and is open to all eligible Bidders as defined in the Procurement Regulations.

4.    Interested eligible Bidders may obtain further information from the office of the Procurement Specialist, Project Implementation Unit - Punjab Land Records Authority (PIU-PLRA), Punjab Urban Land Systems Enhancement (PULSE), Govt. of Punjab, (Email: pspiupulse@punjab-zameen.gov.pk) and inspect the bidding document during office hours [0900 to 1700 hours] at the address given below.

5.    Interested eligible bidders may obtain further information from the office and inspect the bidding documents during office hours 0900 to 1700 hours at the address given below. The bidding document in English language may be downloaded by interested eligible Bidders from the website: https://pulse.gop.pk/ free of cost.

6.    Bids must be delivered to the address below on or before 26th November, 2024 at 11:00AM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 2nd December, 2024 immediately after bid submission deadline.

7.    All Bids must be accompanied by a Bid Security of PKR 750,000/- The bid security shall be in the name of: Project Coordinator, PIU-PLRA, PULSE

8.    Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
