The Ministry of Cooperatives and Micro, Small and Medium Enterprises (MCMSME) Development intends to apply for financing in the amount of US$ 150 Million equivalent from the World Bank toward the cost of KJET Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
Component 1: Strengthening Business and Investment Enabling Reforms. This component will target aforementioned government failures around the business and investment-enabling environment. It will finance technical assistance and Performance-Based Conditions (PBCs), which will support the design and implementation of well-defined regulatory reforms affecting business entry and operations.
Component 2: Enhancing MSME Cluster Competitiveness. This component aims to strengthen competitiveness and market access of the MSMEs through provision of Generalized and Value Chain Specific Business Development Services as well as co-investment in viable MSME clusters.
Component 3: Scaling Up Green Financing and Strengthening Climatic Resilience for SMEs. This component is meant to mobilize green private capital to support SME’s adoption of green, clean and eco-friendly technologies through setting up an agile, patient financing structure that is able to crowd in private capital, especially for medium businesses. It will also pilot an innovative instrument to support SMEs in managing compound shocks including climatic risks.
Component 4: Project Management, Monitoring and Evaluation. This component will strengthen the Monitoring and Evaluation (M&E) systems and capacity of national implementing agencies, and finance project management activities with the aim to build sustainable systems that last beyond the lifetime of this project.
The procurable goods under the project are intra-county transport, promotional and information materials, office set up and facilitation, office supplies, laptops, printers and photocopiers, furniture, Assorted ICT, Internet subscription and operational materials for PIU and other IAs. Consulting services include M&E firm to track KPIs, Feasibility study for digital marketplace for MSMEs, Hiring of PIU and PIT staff, Development of Management Information System, Generalized BDS service providers, value chain specific BDS providers, BDS curriculum development, sector scan analysis, One Start One Stop Platform and fund manager for the Green Investment Fund
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised September 2023, fifth edition) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.[1] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and the Ministry and Implementing agencies websites including www.msme.go.ke, www.msea.go.ke, www.kdc.go.ke, www.invest.go.ke and www.investmentpromotion.go.ke.
