1.         The Government of India has received financing from the World Bank towards the cost of    Capacity Augmentation  of National Waterway – 1 (Jal Marg Vikas), project and it is intended  that part of the proceeds will be applied to eligible payments under the contract for Procurement of 8 no Amphibian Dredger

 2.         The Vice Chairman & Project Director (JMVP) Inland Waterways Authority of India, Ministry of Shipping, Government of India. now invites online bids from eligible bidders for supply of  Eight (8)  No. of   Amphibian  Cutter Suction Dredger are to be designed to operate in inland waters (NW-1 / NW-2 / NW-16) for maintaining the waterway and  to be delivered in 08 to 15 Months respectively from the date of award.

  1. Phase-I :   Two Dredgers within 08-09 Months
  2. Phase-II :  Three Dredgers  within 09 to 12 Months
  3. Phase-III : Three Dredgers  within  12 to 15 Months

3.        Bidding  will  be  conducted  through  the International Competitive  Bidding  (ICB) procedures agreed with World Bank. The bidding is open to all eligible bidders as defined  in  the  Bank’s  Procurement  Guidelines.  In  addition,  please  refer  to paragraphs 1.6 and 1.7 of the Guidelines setting forth the World Bank’s policy on conflict of interest.

  4.         Bidding documents are available online from CPPP portal   https://eprocure.gov.in/ eprocure/app   for a non-refundable fee as indicated below, in the form of Demand Draft/ on any Scheduled/Nationalized bank payable at NOIDA in favour of IWAI- Fund ( Jal Marg Vikas ) (Demand Draft to be submitted subsequently as per the procedure described in paragraph 7 below). Bidders will be required to register in the website, which is free of cost. The bidder would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

The mode of payment shall be in the form of DD drawn in favour of IWAI Fund ( Jal Marg Vikas) on any scheduled Bank payable at Noida / New Delhi.

.   5.   For  submission  of  the  bids,  the  bidder  is  required  to  have  Digital  Signature Certificate (DSC) Class-II & above  from one of the authorized Certifying Authorities, authorized by Government of India for issuing DSC. Bidders can see the list of licensed CA’s from the link (www.cca,gov.in) . 6.          Bids security of the amount specified in the bidding document, drawn in favour of IWAI Fund ( Jal Marg Vikas) must be submitted as per the procedure described in paragraph 7 below. The Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. Bids must be submitted online on  https://eprocure.gov.in/ eprocure/app on or before the bid submission deadline, and the ‘Technical Part’ of bids will be opened online on the specified time and date for opening of bids, as given above. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids.

7.         The bidders are required to submit (a) original payment document towards the cost of bid document and registration on e-procurement website (if not previously registered); (b) original bid security in approved form; and (c) original affidavit regarding correctness of information furnished with bid document with

before the bid submission deadline, either by registered post/speed post/courier or by hand, failing which the bids will be declared non-responsive and will not be opened.
