Assignment TITLE: - Selection and Employment of Consulting firm to undertake 3R-4-CACE Project Multiyear Independent Procurement Audit for the FY23/EFY 2015 to FY26/EFY2018" Procurement Reference No. ET-MOF-438250-CS-QCBS.

  1. The Federal Democratic Republic of Ethiopia, Ministry of Finance has received financing from the World Bank towards the cost of the Response- Recovery- Resilience for Conflict-affected Communities in Ethiopia (3R-4-CACE) project and intends to apply part of the proceeds for consulting services.
  2. The consulting services (“the services”) includes Independent Procurement Audit (IPA) for 3R-4-CACE Project under two Federal Implementers and 49 project woredas under Five regional States. the objectives include to review the planning, procurement, contracting, implementation processes and record keeping from a sample of contracts under the 3R4CACE,  To get a professional opinion on compliance by the procurement processes with the general principle of value for money, economy, efficiency, equal opportunities/fairness, transparency, fit for purpose and verify technical compliance, physical completion and price competitiveness of each contract in the selected representative sample of contracts, to review the capacity of the FPCU, FPIU & list of Project Woredas in five Regions in handling procurement efficiently, comment on the quality of planning, procurement, contracting, procurement internal control, record keeping and identify reasons for delays.  To identify any indicator of questionable standards of ethics in the procurement management and oversight the environment that makes the processes vulnerable to fraud and corruption or collusive and obstructive practices and report any suspicious cases and to recommend actions needed to improve project procurement performance in light of deficiencies.
  3. The Response- Recovery- Resilience for Conflict-affected Communities in Ethiopia (3R-4-CACE) project/Federal Project Coordination Unit now invites eligible consulting firms (Consultants) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
  4. The short-listing criteria are:  The consulting firm should have 7 years’ practical experience in independent procurement review in the Federal, Region and woredas; The consulting firm should have a proven experience in carrying out independent procurement audit similar assignments and at least more than five similar assignments have been undertaken previously in World Bank funded projects and also the shortlisted criteria including Core business and years in business, qualification in the field of the Assignment, Technical and managerial organization of the firm, interested firms should give information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)
  5. The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (Procurement Regulations) dated July 2016 and revised in November 2017, August 2018 and September 2023 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  6. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
  7. The Competent Consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultants Guidelines.
