(CONSULTANCY SERVICES – FIRMS SELECTION)

Assignment Title: CONSULTANCY SERVICES FOR THE PROVISION OF TECHNICAL ASSISTANCE TO PROJECT IMPLEMENTATION

 INTRODUCTION

The Ministry of Transport and Communications (MTC) is inviting Expressions of Interest (EOI) from qualified and experienced Consultancy Firms to provide “Consultancy Services for the Provision of Technical Assistance to Project Implementation”. The EOI will lead to a Request for Proposal (RFP) for the below-mentioned Consultancy Services package from the short-listed Consultants.

 BACKGROUND

The Government of Mozambique, represented by the Ministry of Transport and Communications, has received financing from the World Bank toward the cost of the Maputo Metropolitan Area Urban Mobility Projectand intends to apply part of the proceeds for consulting services.

The Consultant will work under the leadership of the PIU/AMT and will support the project's design, implementation, supervision and review activities, related with building infrastructure for the BRT, and with planning and managing sustainable operations of the service.

The consulting services (the Services) include (1) support AMT in the recruitment of various service providers including the BRT Operating Company, the Depot Operator, the Energy supplier, the fare collection company and any other service providers; (2) support the Client in supervising the BRT infrastructure works, which include the development of BRT road lanes and stations, as well as the construction of the depot, control center, electricity supplies and other services; (3) Propose the structuring (legal, technical and financial) of these future developments as public-private partnerships (PPP) when relevant, etc.

SCOPE OF SERVICES

The Ministry of Transport and Communications now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 Interested Consultants should provide proof of their qualifications and experience in transaction consulting missions, some of which are in the mass urban transport sector. The short-listing criteria will be as follows:

(i)Core Business: experience in financial consulting missions relating to PPP projects, all sectors of activity combined, over the last 10 years; (ii)experience in project financial consulting in the field of mass urban transport (Metro, Tramway, BRT, bus, etc.) in PPP or not, over the last 10 years;(iii)

(iv)experience over the last 10 years in technical consulting missions relating to projects in the field of urban mass transport (Metro, Tramway, BRT, bus, etc.); (v) experience in legal consulting missions relating to PPP projects, all sectors of activity combined, over the last 10 years;

Key Experts will not be evaluated at the shortlisting stage.

The Consultancy will have a duration of 3 years, from the effectiveness day of the assignment, and will be carried out in a mix of presential and remote work.

 Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. Any party to the association, either joint venture member’s or sub-contractor’s experience will count on the qualifications criteria. In the case of a Joint Venture (JV), the Consultant shall specify the lead partner and all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018, November 2020, and September 2023 setting forth the World Bank’s Policy on Conflict of Interest.

A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers. Only shortlisted Consultants will be approached directly by Ministry of Transport and Communications (MTC) to submit proposals for the services required in the RFP phase.

The EOI document shall be prepared and submitted in a written form to the address below (in person or by e-mail) until 10:00 h, December 9, 2024.
