1. Mongolia has received financing from the World Bank toward the cost of The Ulaanbaatar Sustainable Urban Transport Project (USUTP) and intends to apply part of the proceeds toward payments under the contract for the                                                                                                                                                                   a) Lot TYPE II – W1 - Construction of Sun Road East Extension                                                                         b) Lot TYPE II – W2 - Construction of Selbe River Road

2. The Governor’s Office of the Capital City (“the Employer”) now invites sealed Bids from eligible Bidders for the construction and completion of the following contract package (“the Works”) that generally include construction of approximately:

3. You may bid for one or both lots under this invitation. Each lot shall be evaluated separately, and the contract shall be awarded to the bidder offering the most advantageous bid for each lot, and fulfilling the aggregate qualification criteria for the number of lots applied for. Cross discounts for the award of multiple lots will not be considered. The methodology for evaluation and award is given in the Request for Bids (RFB) of each lot. 

4. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from the Ulaanbaatar Sustainable Urban Transport Project, TSOLMON Batchuluun, tsolmon@usut.mn, procurement@usut.mn and inspect the bidding document during office hours from 09:00 to 17:00 hours at the address given below.

6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below (Please attach your payment receipt.) and upon payment of a nonrefundable fee of Mongolian Tugrik (MNT) 300,000 each LOT. The method of payment will be by bank transfer to the following account:

8. Bids must be delivered to the address below on or before the deadline 12:00 PM / Ulaanbaatar Time (GMT+8) on 10 January 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 1:00 PM for Lot TYPE II-W1 and Lot TYPE II–W2 / Ulaanbaatar Time (GMT+8) on 10 January 2025. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

9. All Bids must be accompanied by a Bid Security of:

          MNT 220,000,000 for Lot TYPE II–W2
