The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Eastern Africa Regional Digital Integration Project (EARDIP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Selection of a consulting firm to Develop Comprehensive Strategic Plan of Ethiopian IT Park.

  1. Introduction

The Ethiopian IT Park aims to serve as a hub for technological innovation, entrepreneurship, and investment. It is designed to attract both local and international IT companies, fostering an environment conducive to technological advancements and economic growth. By providing state-of-the-art infrastructure, the IT Park seeks to support the development of a vibrant IT ecosystem that can contribute significantly to the national economy.

In the context of rapid technological change and increasing global competition, it is crucial for the Ethiopian IT Park to have a clear and forward-looking strategic plan. This plan will guide its development and operations over the next three years, ensuring it meets its goals of fostering innovation, attracting investment, and driving economic growth.

  1. Objectives

The overall objective of this consultancy service is to develop a comprehensive strategic business plan that will guide the Park's future growth and development. This includes:

  • Situational analysis: To conduct a comprehensive situational analysis of the Ethiopian ICT sector, including market trends, opportunities, and challenges.
  • Conduct a SWOT Analysis: Identify the Park's strengths, weaknesses, opportunities, and threats.
  • Benchmark: Benchmark leading ICT parks globally and identify best practices that can be adapted to the Ethiopian context.
  • Define the Park's Vision and Mission: Clearly articulate the Park's long-term goals and purpose.
  • Develop a Strategic Roadmap: Outline the key strategies and initiatives to achieve the Park's vision.
  • Set Key Performance Indicators (KPIs): Establish measurable targets to track progress.
  • Develop a Financial Plan: Project future revenue and expenses, and identify funding sources.
  • Create a Marketing and Branding Strategy: Develop a strong brand identity and marketing plan to attract tenants and investors.
  • Identify Potential Partnerships and Collaborations: Explore opportunities for partnerships with local and international organizations.
  • Establish Park Governance: Develop a robust governance structure, including a board of directors and management team.
  • Human Resource Planning: Develop a comprehensive HR plan, including job roles, responsibilities, compensation, and performance management systems.
  • Policy and Procedure Development: Develop policies and procedures for various aspects of the Park's operations.
  • Standard Operating Procedures (SOPs): Develop SOPs for routine tasks and processes.
  • Design and Implement a Customer Service Strategy: Enhance tenant satisfaction and improve operational efficiency.
  • Design and Implement a Service Delivery Strategy: Ensure seamless delivery of core services to tenants.
  1. Scope of Work

The consulting firm will be required to perform the following tasks to develop and responsible for:

  1. Business Strategic Planning
  2. Service Delivery Plan
  3. Comprehensive set of policies, procedures, and standard operating procedures (SOPs)
  4. Customer Service Strategy
  5. Governance, Organizational Structure and Human Resource Planning

Ministry of Innovation and Technology- Eastern Africa Regional Digital Integration Project now invites eligible Consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: core business and years in business, relevant experience in the field of assignment, technical and managerial capability of the firm.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2023 (“Procurement Regulation”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form to the address below (in person, or by e-mail) on or before December 4th, 2024.
