The Government of Bihar has applied for a loan of an amount of US$ 386.31 million equivalent from the World Bank for the Bihar Water Security and Irrigation Management Project (BWSIMP) and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The project will include the following components:

Component 1: Climate Resilient Irrigation (CRI): The present component mainly focuses on the viability of irrigation especially with reference to canal systems in accordance with the climate in Bihar. Canal irrigation modernization will develop strategies to deliver appropriate service levels to water users from head to tail considering their needs and demands.

 

Component 2: Flood Risk Reduction (FRR): This component aims at making flood management more efficient and responsive in flood risk zones, which holds the key to well-being of people, land, and infrastructure. The project will invest in grey and green infrastructure to protect habitats, land and infrastructure in flood prone areas in select reaches of rivers to protect flood and erosion damages.

 

Component 3: Water Governance: Reform in water governance is essential to maximize and sustain the benefits of infrastructure investments in Components 1 and 2. This component will support activities underpinning the sustainable management of water in the state, consisting of a series of institutional and non-structural interventions.

 

Component 4: Project Management (PM): The effective implementation and monitoring will lie in this component. Project Management Unit (PMU) will monitor project activities, operations, finance consultancies, procure equipment and handle operational costs.

 

Component 5: Contingent Emergency Response Component (CERC): This component is included in recognition of Bihar’s current vulnerability to natural shocks, with zero funds allocated, in accordance with the Bank Policy on IPF.

The Goods, Works, Consulting and Non-consulting services to be procured under the project are being worked out but are likely to include the following:

Goods: Technical equipment; emergency response equipment for flood risk and irrigation management; electronic viz. IT and Non-IT devices, software etc.

Works: Rehabilitation, renovation and modernization of water-related infrastructure; Erosion Control and Watershed Management, etc.

Consulting Services: Climate change risk assessment, preparation of Detailed Project Reports (DPRs) of selected climate resilient canal irrigation systems, develop DPRs for flood mitigation interventions and implement measures such as flood control infrastructure and early warning systems, evaluate outcomes and facilitate adaptive management based on real-time data and feedback, review existing laws and regulations related to water management, identify gaps or conflicts and propose legal reforms to strengthen governance frameworks and ensure compliance with international standards and agreements, pre-feasibility and DPR preparation, Project Management and Technical Consultants (PMTC) for implementation support and monitoring, development and maintenance of project web portal and MIS system, Baseline, Midline & Endline surveys, etc.

Non-Consulting Services: Development of training modules, developing and strengthening of government agencies, Water User Associations (WUAs) and other relevant institutions involved in water management, printing and publications, etc.

            Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website, the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

            Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and Water Resources Department, GoB website https://wrd.bihar.gov.in/ or https://fmiscwrdbihar.gov.in/.
