The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somali - Horn of Africa Infrastructure Integration Project (SHIIP) and intends to apply part of the proceeds for the engagement of a consulting firm to conduct Training in Fish Handling, Quality, and Processing to Enhance Fisheries Skills and Productivity.

The consulting services (“the Services”) include Conducting a Comprehensive Training Needs Assessment across all federal member states and the Benadir region and developing a tailored ToT Program for fishers, fish processors and fisheries stakeholders at large to Enhance Fisheries Skills and Productivity.

The Consultant will undertake all the specific tasks detailed out in the Terms of Reference.

The duration of the assignment is expected to take a maximum of six (6) months.

The Project Coordination Unit under the Ministry of Public Works, Reconstruction and Housing (“Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:

  1. Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in fisheries for at least ten (10) years.
  2. Relevant experience: The firm shall demonstrate experience in fisheries sector management, fish handling, quality control, and processing techniques. Additionally, the firm should demonstrate successful execution and completion of at least three (3) assignments of a similar nature and in a similar operating environment in the last Seven (7) years. Details of similar assignments - Name and address of the client, scope, value, and period should be included in the Expression of interest (EOI).
  3. Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity including relevant equipment, tools, software, etc, and managerial capacity to undertake the assignment. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to section III para 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 202 and September, 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.

Expressions of Interest (EOI) should be delivered only by e-mail to the address below on or before 21st December 2024 at 16:00 Hours (Mogadishu Time).
