Request for Expression of Interest

 

The Republic of Uzbekistan has received a loan from the International Development Association to fund the Water Services and Institutional Support (WASIS) Project, and intends to use a portion of the funds to hire an international consulting firm (hereinafter referred to as the "Consultant") to provide the following consulting services under the Project "Reconstruction and expansion of the sewerage systems in Nukus, Takhiatash and Khojeyli cities of the Republic of Karakalpakstan".

KSP/QCBS/02 "Consulting services for project management, including construction supervision"

The Consultant will provide services to Uzsuvtaminot JSC for the project management, including construction supervision of facilities the reconstruction and construction of which is envisaged by the Feasibility Study of the above mentioned project. Developed design documentation must meet all standards of international construction and national legislation in the field of construction. The tasks to be carried out by the Consultant is described in more detail in the Terms of Reference.

The contracting organization for the execution of this assignment is Uzsuvtaminot JSC (hereinafter referred to as the "Client"). The Project is planned to be implemented in the service areas of "Karakalpak Suv Taminoti" JSC (cities of Nukus, Takhiatash and district center Khojeyli of the Republic of Karakalpakstan).

The Client invites eligible consulting firms ("Consultants") from eligible countries to express their interest in providing the Services.

Interested Consultants must provide comprehensive information, including a brochure (company profile, contract duration, amount, total project cost, percentage of participation, start and completion date) demonstrating that they have the necessary qualifications and relevant experience to perform the Services, including:

1. General experience with water/wastewater consulting contracts in design and supervision as a leading consulting firm over the past ten (10) years;

2. Specific experience in technical supervision of construction and reconstruction of sewerage systems, including networks and sewage treatment plants with a capacity of at least 5,000 m³/day within the last five (5) years, with a contract amount of at least $1.5 million for construction supervision;

3. Experience of successful work in comparable geographical and climatic conditions in water supply and sewerage projects (completed assignments) funded by IFIs over the past 10 (ten) years

Technical and managerial structure of the firm (only the structure of the organization, general qualification and number of key personnel are indicated). CVs of key personnel shall not be submitted. Key experts will not be evaluated at the "short list" stage.

Consultants may team up with other firms in the form of a joint venture or sub-consulting to enhance their qualifications.

Consultants may submit their REOI as an individual firm or in association in the form of a joint venture or sub-consultancy.  All the members of the joint venture shall be jointly and severally liable for the entire assignment.  However, the experience of sub-consultant will not be considered while short-listing.

The attention of interested Consultants is drawn to paragraphs 3.16, 3.17 and 3.21 and 3.22 of the World Bank Procurement Regulations for IPF Borrower dated July 2016 and revised in November 2017 and August 2018, which set forth the World Bank's conflict of interest and eligibility policies.

Consultant selection will be conducted using the Qualification and Cost Based Selection (QCBS) procurement method in accordance with the World Bank Procurement Regulations for IPF Borrower (July 2016, revised November 2017 and August 2018).

Interested applicants should provide information about their organization, demonstrating compliance with the criteria of this selection.

Expressions of Interest (EOI) must be submitted via email until 16:00 p.m. January 10, 2024 (Tashkent time) to the address wasis@uzsuv.uz. Late sent EOIs will not be considered. Please submit EOI in English language.
