- The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Digital ID for Inclusion and Services Project and intends to apply part of the proceeds toward payments under the contract for the Supply and Delivery of Promotional materials (Printing, Marketing Materials and Merchandise).
- The National ID Program, Digital ID for Inclusion and Services Project now invites sealed Bids from eligible Bidders for the Supply and Delivery of various Promotional materials (Printing, Marketing Materials and Merchandise) to be delivered in different time interval for the period of two years.
Major Evaluation Requirement includes:
Criteria 1: Quality of samples provided for all required goods as per the technical specifications outlined under section VII - Schedule of Requirement – Must Meet
Criteria 2: Quality of samples provided in fulfilling the NIDP branding requirements as per the brand specifications and initial designs provided along with this TOR. For those goods that are sourced internationally, the firm is expected to produce and import the samples with the complete NIDP branding requirements and designs as per the specifications indicated.
Criteria 3: Sample aesthetics (look, touch and feel) of the product.
Criteria 4: Evaluation of capacity of production facility and type of machineries used for those items that are sourced and produced locally eg. Printing materials.
3. Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 5th edition September 2023 (“Procurement Regulations”), and is open to all eligible bidders’/service providers as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from National ID Program, Digital ID for Inclusion and Services Project Management Unit, from the date of bid advertisement through an Email address: mesfin@id.gov.et or zelalem@id.gov.et and inspect the bidding document during office hours from 8:30AM-12:30PM and 1:30- 5:00 PM local time from Monday to Friday before the deadline date and time.
5. The bidding document in English language may be freely accessed by interested eligible bidders’/service providers upon submission of a written application/request to the email addresses indicated below (email should be sent for both addresses indicated below). Once email request has been sent to the designated email addresses, the softcopy/ PDF format bidding document will be sent to the requester. To facilitate further communication and correspondence, the bidder should indicate the name of the company, contact/focal person, telephone number, workable email address and relevant information on his/her request email.
6. Bids must be delivered to the address below on or before 17th of January 2025 10:00 A.M Local Time (Addis Ababa Time). Electronic procurement will not be permitted. Late Bids will be rejected. The outer Proposal envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” and “FINANCIAL PART” will be publicly opened in the presence of the Bidders’/Service Provider designated representatives and anyone who chooses to attend, at the address below on 17th of January 2025 at 10:30 A.M Local Time (Addis Ababa Time).
7. All Bids must be accompanied by a Bid Security of ETB 200,000.00 /ETB Two Hundred Thousand/ or USD 1,750.00 /USD One Thousand Seven Hundred Fifty/ for Lot I and ETB 800,000.00 /ETB Eight Hundred Thousand/ or USD 7,000.00 /USD Seven Thousand/ for Lot II / or equivalent amount in a freely convertible currency in the form of Bank guarantee issued from Commercial Banks. In the case of Bank guarantees issued from other countries other than Ethiopian Banks, the bid security should be counter guaranteed by Ethiopian Commercial Banks.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
