Assignment Title: Consultancy services for “Project Management Consultant” (PMC) for implementation of World Bank funded Assam Disaster Resilient Hill Area Roads Development Project (ADRHARDP) in Dima Hasao district, Assam

1.        The Government of Assam (GoA) through Government of India (GoI) has applied for a loan from the International Bank for Rehabilitation & Development, the World Bank (the “Bank”) towards the cost of Assam Disaster Resilient Hill Area Roads Development Project (ADRHARDP) and intends to apply part of the proceeds to cover eligible payment for above mentioned Consultancy Services (‘the Services’).

2.        The consulting services include but shall not be limited to tasks mentioned in the Terms of Reference (ToR) which can be downloaded from the websites www.assamtenders.gov.in

3.        The Chief Engineer (EAP), PWRD, Assam (Client) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

4.        The Short-listing Criteria are:

The Firm/Agency should

  1. Have been in core business of providing consulting services for at least the last 10 (ten) years;
  2. Have proven  project management experience in successful completion of projects (i) at least three (3) similar road/highway projects of which at least one road/highway project in hill area funded by external financing agency (ADB/WB) in the last five (5) years (i.e. 2023-24, 2022-2023, 2021-2022, 2020-2021 and 2019-2020); The value of the consultancy services should be minimum of INR 100 Million for each project
  3. Have an average annual turnover of INR 100 (two hundred) Million in last three (3) Financial Years (i.e2024-23, 2023-22 & 2022-21). The Statements of Annual Turnover and break-up of revenues from consulting assignments shall duly be certified by the Chartered Accountant;

 

  1. Experience of working in similar projects in close collaboration with the Client (State Govt./NHAI/MORTH)) in roads/highway project shall be given preference;

 

  1.   Have technical and managerial capability of the Consulting Firm.

5.   The documents listed below are required to be submitted by the Consultant online at www.assamtenders.gov.in along with Expression of Interest (EOI). (EOI shall not be more than total 80 pages).

 

  1. Name, address, email, telephone, Cell Phone Number, along with a note on the Ownership and organizational structure & core business area of the consulting firm;
  2. Document(s) to demonstrate that the firm is in the business for the last 10 (ten) years since 1st January, 2014
  3. Document(s) relating to details of Similar Assignments executed as PMC during the last 5 years i.e. 2023-24, 2022-2023, 2021-2022, 2020-2021 and 2019-2020 supported by completion or acceptance certificate(s) of the Client;

 

  1. Certificate from the statutory Auditors/Chartered Accountant stating the year wise annual turnover during each of the last three (3) financial year i.e.  2024-23,2023-22 & 2022-21;
  2. A short write-up on technical and managerial capability of the firm (key personnel would not be evaluated at this stage and hence CVs need not be submitted)
  3. The Client intends to engage the consultant for the afore-mentioned services.

The attention of interested Consultants is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers September 2023” (“Procurement Regulations') which can be found at the following website: www.worldbank.org

6.       For Expression of Interest submitted by a Joint Venture (JV), 60% weightage for qualifications/experience of the lead member of the JV and 40% weightage for qualifications/experience of the other member of the JV shall be considered for meeting the specified qualifying criteria. Maximum number of JV members shall two (2)

7.         Consulting Firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

8.          A Consultant will be selected in accordance with the Quality- and Cost- Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.

9.            The consultancy services shall be for a period of five (5) year from the commencement date.
