1. The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Climate Resilient Roads for the North (CRRN), and intends to apply part of the proceeds for Consultancy Services for undertaking Road Safety Audits of the Roads N381: Mueda - Xitaxi (52.0 km), N380: Muagamula – Xitaxi (25.0 km) and R762: Metugi – Quissanga (88.0 km) in Cabo Delgado Province hereafter designated the “Services”.
2. The objective of the proposed services is to carry out Road Safety Audits at the Concept Design, Detailed Engineering Designs and Pre-opening phases of the Roads N381 (52.0 km), N380 (25.0 km) and R762 (15.0 km) in Cabo Delgado Province.
3. The consulting services include but not limited to the following:
- Attendance at the Commencement Meeting for each stage with the Client and Designer is mandatory to obtain full information about the proposal and an understanding of the project background;
- A review of all documents provided by the Client prior to inspecting the site and again prior to finalising the audit report;
- Day and night time inspections of the entire site to get a better understanding of the existing traffic situation and an insight into how the finished project will look;
- Use appropriate checklists from a Road Safety Audit Manual, but should not limit the audit to the concerns listed therein;
- Shall look at the safety needs of all future road users, especially vulnerable road users. The Auditor shall be familiar with the application of the safe system approach in road design;
- The content and outline of the RSA report shall be agreed apon with the Client. The audit report shall include a clear description of all safety issues which have been identified. It shall contain practical recommendations for each safety issue which shall be of an appropriate and specific nature. The report shall indicate short instructions and guidance for implementation/installation of proposed measures;
- The Auditor is to attend the Completion Meeting to answer questions about the audit findings and to discuss the audit recommendations and possible design changes;
- In alignment with the Safe System approach, the audit shall prioritize crashes which lead particularly to fatal and serious injuries. However, risks which may result into lesser injury severity should not be ignored;
- While the extent of the scope and the extent of the audit area has been defined, the auditor must acknowledge that the project can also influence the safety and operation of adjacent links and nodes;
- Additionally, the proposal shall reflect efforts to enhance local capacity by partnering with a local technical expert through the Institute of Engineers of Mozambique (Ordem dos Engenheiros de Moçambique) or any other form of contact, thus fostering knowledge transfer and long-term skill development within the country. The approach of the Consultant shall not only elevate the quality of the audit but also promotes sustainable development and the growth of local expertise in road safety engineering in Mozambique.
4. The audit shall be undertaken in accordance with the process detailed in the Internationally recognized Road Safety Manuals for Africa. The audit shall consult other internationally recognized Road Safety Audit Manuals where applicable.

6. The National Road Administration, Administração Nacional de Estradas, Instituto Público (ANE, IP) now invites eligible consultants to express their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
7. The evaluation of expressions of interest will be made on qualitative basis according to a robust matrix of strengths and weaknesses and the shortlist will be composed from the list of qualified consultants considering the following criteria:
The auditor shall meet the following requirements :
- Minimum of MSc. degree in Transportation Engineering, road safety or equivalent with a bias to Road Safety Engineering and BSc. Degree in Civil Engineering or equivalent from a recognized university;
- He/She must be a Registered/Chartered Engineer with a recognized institution.
- The Auditor must be a certified Road Safety Auditor by a recognized institution.
- The audit shall be undertaken by an experienced Auditor. He/She must have at least 12 years extensive post qualification experience in engineering design of which eight years are specific to the field of the assignment (road safety engineering, road safety audits, road user behaviour and related areas.
- He/she must have been involved in at least three highway design projects in sub-Saharan Africa in the last ten years;
- Must have undertaken at least three audits of similar nature and complexity in the position of a team leader;
- Must hold a certificate of competence in Road Safety Auditing;
- Fluency in written and spoken English is mandatory.
8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
9. The Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Procurement Regulations.
