The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project.  National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants.

National ID Program as part of the project implementation program is looking for an Individual Consultant that supports the Civil Registration and Residency Service Agency (CRRSA).  Experienced individual consultants who have experience, passionate and innovative ideas for the position of Senior Strategic Partnerships Advisor (Coordinator) are invited to express their interest for the assignment.

The Senior Strategic Partnerships Advisor (Coordinator) is a critical role in bridging efforts between the National ID Program (NID Program) and CRRSA, overseeing and supporting the campaign's rollout to promote the rapid adoption of Digital ID in Ethiopia and enhance the overall resident services experience

Specific responsibilities for the Senior Strategic Partnerships Advisor (Coordinator) will include, but are not limited to, the following core activities:

  • Serve as the primary liaison between the NID Program and the CRRSA, ensuring strategic alignment and effective communication between respected teams of both entities, particularly among enrollment, Technology, M&E, and communications teams.
  • Oversee the planning and execution of the short and long term “Fayda for Ethiopia” registration campaign, coordinating outreach and marketing efforts to ensure maximum participation and awareness within the community.
  • Analyze the existing processes, data flows, and technological infrastructure of both systems to identify potential overlaps, redundancies, and opportunities for integration.
  • Develop strategies for seamless data sharing and information exchange between the two systems, ensuring data accuracy, consistency, and security.
  • Propose innovative solutions to harmonize operational workflows and eliminate bureaucratic bottlenecks.
  • Conduct a comprehensive review of existing laws, regulations, and policies governing national ID and CRRSA services to identify areas for improvement and alignment.
  • Develop recommendations for policy reforms and regulatory updates to facilitate integration and enhance service delivery.
  • Collaborate with relevant stakeholders, including government agencies, policymakers, and industry experts, to ensure policy coherence and consistency.
  • Design and implement training programs for staff involved in both national ID and CRRS services to enhance their understanding of the integration process and their roles in its implementation.
  • Provide technical assistance and support to frontline staff to ensure efficient and effective service delivery.
  • Foster a culture of continuous learning and innovation within the organizations involved.
  • Develop and implement strategies for the rapid adoption of Digital ID, integrating Fayda into municipal services to enhance access for residents and streamline interactions with government services.
  • Develop key performance indicators (KPIs) to measure the impact of the integration efforts on service delivery, efficiency, and citizen satisfaction.
  • Establish a robust monitoring and evaluation system to track progress, identify challenges, and make necessary adjustments.
  • Conduct regular assessments to evaluate the effectiveness of the integration strategies and recommend improvements.

National ID Program, Digital ID for Inclusion and Services Project now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;

  • A master's degree or higher in public administration, public policy, project management, computer science, information systems, or a related field.
  • At least 8 years of Experience in managing complex projects, including planning, execution, and evaluation.
  • Knowledge of international standards and best practices for identity management and civil registration.
  • Strong analytical skills to assess policy implications and recommend improvements.
  • Knowledge of digital identity frameworks, standards, and emerging technologies.
  • Excellent communication, interpersonal, and negotiation skills to build strong relationships with stakeholders.
  • A proven track record of strategic thinking, problem-solving, and decision-making.
  • Ability to build and maintain strong relationships with diverse stakeholders, including government officials, industry experts, and international organizations.
  • Have the capacity to handle community mobilization, particularly in the context of public sector initiatives and digital transformation.
  • Ability to work under pressure, respond quickly to changing situations, and take initiative in fast-paced environments.
  • Excellent communication skills, both verbal and written, along with a collaborative mindset to foster effective teamwork among diverse stakeholders.
  • Demonstrated ability to multi-task effectively, prepare clear responses and narratives, and use personal initiative to drive projects forward.
  • Broader project communications experience and skills, with an emphasis on developing outreach strategies and engaging with the public to build trust and awareness around Digital ID initiatives.

The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation.

The attention of interested individual is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, September 2023, setting forth the World Bank’s policy on conflict of interest.

An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
